Description

Responsibilities We need to build a pipeline of skilled system engineers, system architects, technical directors and program managers to ensure the progression of NSA business systems is planned and executed by appropriately skilled individuals.  To this end, we need to use the below information to identify and select resources whose education, training and career experiences combine to result in persons skilled in both technical and business acumen.  Successful candidates will demonstrate their ability to meet business needs through effective use of people, process and technology.

Perform traditional systems engineering functions for business capabilities.  Business system engineering covers the full life cycle from need identification through operational concept exploration, alternatives analysis, requirement documentation, implementation alternative analysis, system design, development, testing, configuration management, deployment, life cycle support and system decommissioning.  Using and expanding their knowledge of business systems, the System Engineer synthesizes requirements, systems and emerging capabilities into well thought-out end-to-end approach to implementing solutions which meet business needs.

Specialized Tasks
-Establish, execute and perform governance of Systems Engineering and related disciplines within the business systems acquisition and operation discipline.
-Develop functional, operational, or user requirements.
-Conduct technical reviews to validate operational, functional, or system requirements.
-Conduct high level requirement gap analysis, requirement allocations to business systems and business system components trade studies and formulate alternatives and recommendations.
-Analyze business problems to propose technical solutions.
-Develop conceptual designs and architectures to address requirements.
-Evaluate technical proposals.
-Translate conceptual designs into technical and solution specifications.
-Perform high-level design, specifying system and component performance and interface requirements.
-Identify and assess organizational, business, or user needs, constraints and requirements as they relate to the system, process, or structure being designed.  Develop testing constructs such as test strategy, plans, and procedures to ensure conformance with specifications or standards.
-Identify new and emerging products, standards, techniques and technologies to solve design, development, and operational problems.
-Identify new applications of known techniques and technologies.
-Identify and communicate business system capability needs to COTS vendors for use in their COTS release planning activities.
-Monitor tasks or projects assigned to others.
-Decide what procedures will be required to solve business and technical problems.
-Represent the Agency in interactions with outside customers, DoD, vendors, or contractors.

Specialized Competencies (Knowledge or skill relevant to...)
-Business Systems Planning, Design and Engineering - the principles, methods, and tools for planning and integrating business applications (for example Commercial Off The Shelf (COTS) products - HRMS, Financial Management) and components (for example, Workflow (Business Process Management), Service Oriented Architecture (SOA)) into a functional system or prototype.
-Business Systems architecture - establishing, updating and maintaining As-Is and To-Be capability, operational, system, services, technical, data and standards viewpoints.  Using these architectures to relate, analyze, align and communicate current and future business system efforts.
-Business Systems Integration - installing, configuring, integrating, and optimizing information business systems and business system components.
-System Testing and Analysis - principles, methods, and tools for analyzing and evaluating business systems. Includes the development and implementation of systems testing plans.
-Software Engineering - software engineering design and development methodologies, paradigms, and tools. Includes elements such as software life-cycles, reusability, and software reliability metrics.
-Business Process Re-engineering (BPR) - Includes BPR methods such as Business Process mapping, measurement, analysis, re-engineering, lean six sigma, DAMAIC and business activity monitoring.
-System Engineering applications and tools. (e.g., System Architect, Visio, Primavera/MS Project, DOORS or similar).
-User Interface Development - developing user interfaces incorporating principles from human factors, cognition, data presentation, and graphics.
-Strong analytical, problem solving, and alternatives analysis skills.
-Strong oral and written communications and interpersonal skills.
-Strong Team development and leadership skills.
-Knowledge of Enterprise Architecture frameworks; working level familiarity with Department of Defense (DoD) Architecture Framework (DoDAF), DoD's Business Enterprise Architecture and the Federal Enterprise Architecture preferred.
-Working knowledge of system engineering and business standards.
-Working knowledge in one or more business domains including but not limited to Finance/Accounting, Human Resource Management, Facilities, Logistics, Education/Training, Security, Medical).
-Knowledge and familiarity with business systems and associated capabilities.
-Professional certifications a plus - such as DAWIA, Architecting, Program Management Professional, or Six Sigma Black (any) Belt.

Certificates (Required by law or external regulation)
DAWIA certification may be required for specific positions.Qualifications Minimum qualifications for entry level is with an Associate's degree and 5 years of experience, or a Bachelor's degree.  Minimum qualifications for mid-level is with a Bachelor's degree and 5 years of experience, or a post-baccalaureate certificate and 1 year of experience, or a Master's degree and 1 year of experience.
Degree should be in System Engineering, Information Systems (Management), Computer Science, Engineering, Physical Sciences or related field.  If degree is in a related field (e.g., Math, IFSM) a minimum of one year of systems engineering experience is required.
Coursework/certifications in business domain (e.g. Finance/Accounting, Human Resource Management); Additional degree in a business domain or business domain experience preferred.
Systems development life cycle experience (e.g., requirements gathering/analysis, system design, interface specification, development, quality assurance, deployment, maintenance, decommissioning).
Experience participating on a team business system development activity.
Experience in dynamical systems, optimization, modeling desirable..Pay, Benefits, Work Schedule Salary is commensurate with education and experience.
