This position is responsible processing and maintaining payroll records involving employees taxes, deductions, and earnings. The position is primarily responsible for managing the union payroll with specific knowledge and understanding of union contracts and compliance requirements. The position is also responsible for reviewing and applying taxable tuition waivers, ensuring proper reporting of payroll activities in compliance with ACA, perform activities to ensure nonresident alien tax compliance, and assist the Manager and Director with other biweekly system reporting. The incumbent must have proficient communication, customer service, and computer skills and demonstrate discretion in dealing with confidential information.
Responsibilities & Duties
Organizes and manages union payroll and benefits; develops and maintains a thorough understanding of the union contracts; prepares reports and benefit payments to each union as required by the contracts; and assists in periodic union benefit fund audits.
Prepares and analyzes system reports including but not limited to:
Accounting expense distribution and interfacing.
Comparative biweekly payroll and exception reports.
Gross wage to taxable gross reconciliation.
Monthly hours tracking to ensure ACA compliance.
Analyzes year-to-date tuition waivers and determines appropriate taxable value; communicates taxation timeline and impact; applies taxable values with the regular payroll processing cycle; and assists employees with questions regarding this and other tax-reportable benefits.
Reviews international employee documentation collected and determines appropriate tax residency status and eligibility for income tax treaties; identifies appropriate next steps for reporting W-2 and 1042-S reporting.
Other duties include but are not limited to:
Reviewing process documentation to ensure all processes are adequately documented and creating/updating as necessary; searching for steps to improve and automate processes while ensuring compliance with university and government requirements.
Assisting other Payroll team members in: processing the payroll; reviewing system reports and resolving issues timely; and researching and responding to payroll inquiries.
Supporting Manager and Director in researching, testing, and implementing payroll system changes, policy changes, regulation changes, and business process changes (e.g. patches and upgrades, fiscal- and calendar-year end reporting, and policy changes).
Collaborating with other Controller's Office team members, Human Resources, Facility Operations, and Office of Student Employment to streamline processes by identifying and working toward shared goals and other cross-functional issues.
Performs other duties as assigned.
Education & Experience
Bachelor's degree in accounting, business, or human resources.
3 years previous payroll, financial operations, or related experience.
PeopleSoft, Oracle, or similar ERP system.
Knowledge of tax, auditing, union payroll administration, nonresident alien taxation, and/or internal controls.
Higher education experience.
This position trains and supervises one or more student employees.
Responsibilities include assisting the Payroll Supervisor in hiring, scheduling, and training performance of student employees.
The university's payroll, on a biweekly basis, is in excess of $10 million biweekly and is paid to over 6,000 employees.
This position plays a critical role in ensuring timely, accurate, and compliant processing of the university's payroll.

Ability to communicate with clarity, tact, and courtesy, and demonstrate judgment and discretion in the sharing of sensitive information.
Ability to learn, understand, and utilize ERP software at an advanced level.
Advanced spreadsheet, database, and word processing skills required.
Customer Service Skills.
Highly organized and detail-oriented in order to track, manage, and resolve multiple open issues in a timely, efficient, and accurate manner.
Knowledge of payroll accounting and budgetary concepts.
Knowledge of payroll and benefit plans from operational, accounting, reporting, and compliance perspectives.
Knowledge of tax, auditing, internal control, and/or Sarbanes/Oxley concepts.
