Quality Assurance Specialist

Our client is looking for a full time Quality Assurance (QA) Specialist to work on a 3-year contract with the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program supporting FEMA’s four Consolidated Resource Centers (CRC). This work is 100% remote and is contingent upon contract award, which is anticipated to be in Spring 2022.

Project Overview: FEMA’s PA Program provides supplemental funding to state and local governments and eligible private nonprofits, Indian tribal governments, and Alaska Native villages for disaster-related debris removal, emergency protective measures, and restoration of damaged infrastructure. Our client will support these efforts by providing FEMA a wide range of technical and program management services to support four CRCs processing grant applications and validating/preparing damage description and dimensions, scopes of work, and cost estimates and conducting compliance reviews across multiple disasters.

Position Description: The Quality Assurance (QA) Specialist conducts QA reviews on Public Assistance (PA) grant applications for disaster recovery projects in the completed, standard, and specialized lanes within FEMA’s PA delivery model. The QA Specialist reviews the Damage Description and Dimension (DDD), Scope of Work (SOW) and Cost Estimate for accuracy and proper documentation, prior to a project being submitted to Program Compliance review. QA Specialists will review nearly all projects for consistency, conformance with the Public Assistance Program and Policy Guide (PAPPG) , and adequate documentation to support the project. The QA Specialist will utilize the QA Checklist and review the project in the Grants Manager (GM) system to ensure the DDD, SOW, and cost are consistent with each other and are adequately supported by documentation. The QA Specialist must attend daily stand-up meetings and complete required daily, weekly, and monthly reports.

These QA reviews ensure consistency in program delivery and development of a quality project. This role is integral to ensuring Applicant-provided documentation is complete in support of project development. FEMA’s Grants Manager system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including correspondence.

Minimum Requirements

  • Bachelor’s degree or related degree and/or demonstrated equivalent experience or education, 2 years of relevant experience.

  • Must be a US Citizen with the ability to obtain and maintain DHS Public Trust (details below)

  • FEMA PA and/or CRC experience is required for QA Specialists.

  • Experience providing excellent customer service; Effective written and verbal communication skills; Attention to detail

  • Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with ability to synthesize and clearly present key disaster recovery issues and progress to resolution

  • Outstanding smart phone and computer skills – this job is 100% computer-based and work is completed through a web-based application, so strong computer skills are required:

  • Must be proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, and Google Earth (file conversion and import/export ability required)

Preferred Qualifications

  • Ideal candidate would have supported multiple PA assignments, including at least one CRC assignment. Ideal background includes experience in the design and/or construction of public infrastructure. Ideal disciplines include:

  • Quality Assurance/Management

  • Construction Management

  • Project Management

  • Engineering (Civil, Structural, Mechanical, Environmental, Electrical, Geotechnical)

  • FEMA Grants Manager is a plus

  • Flexible work style with the ability to immediately adapt to changing priorities

  • Able to work independently, in a team environment and under stressful conditions with tight deadlines and able to handle tense situations diplomatically

  • Demonstrated behavior of flexibility, adaptability, professionalism

Additional Information:

  • This project has a heavy focus on production and quality focused project. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly.

  • The U. S. Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA) Personnel Security Division requires all disaster personnel to be U.S. citizens and be able to successfully pass a background investigation.

  • As this is a fully remote position, relocation assistance is not available.

  • Offered rate of compensation will be based on individual education, qualifications, experience, and work location. For Colorado locations only, the midpoint of the salary range: $73,462.00 USD (Exempt).
