The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

 Position Overview:

PROGRAM DESCRIPTION

The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.

The Biomedical Informatics and Data Science (BIDS) directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of biomedical informatics and data science by developing and applying world leading data science and computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and employing leading-edge software and data science.

Within BIDS, the CBIIT Technical Ops Support (CTOS) group implements and manages software projects primarily sponsored by the National Cancer Institute's (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). The work is primarily focused on successfully delivering software projects with development on local servers or the cloud. The projects are very diverse, typically merging science and IT, involve multiple stakeholders, and engineering can involve subcontractors. Work is done in collaboration with the NCI to define the requirements and deliver a successful project.

KEY ROLES/RESPONSIBILITIES

  • Will be responsible for success of the Data Commons Framework, the Cloud resources, and other assigned projects
  • Will have detailed strategic and tactical knowledge of the projects at all times
  • Will be an advocate for the users of the CRDC
  • Create and maintain standard project management artifacts including WBS, financials, charters, meeting minute documentation, action item tracking, change control registers and risk registers
  • Will facilitate communication through all levels of staff by functioning as a liaison between internal departments, senior management, and external groups (including the NCI/NIAID)
  • Be a key leader in a cross-functional team to deliver a successful project
  • Create and maintain strong, healthy business relationship with clients, FNL team and vendors
  • Provide proactive communication about project to all relevant stakeholders
  • Be able to work independently
  • Foster and nurture collaborative work environment
  • Contribute to requirements gathering, use case definition and analysis for projects
  • Follow established procedures and suggest updates to enhance efficiency and effectiveness of procedures
  • Proactively communicate to CTOS Project Management Office (PMO) any major issues that are on the horizon and before they are realized
  • Be accountable for project status
  • Be disciplined in generating necessary reports and tracking tasks and issues
  • Share lessons learned with the other project managers in the PMO
  • Help in the development of estimates for new projects in response to proposals
  • Will work closely with the various other project managers to drive the success of the larger program, Cancer Research Data Commons
  • Will have a responsibility to work with the BIDS PAO as may be required

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Master's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or six (6) years relevant experience in lieu of degree.  Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of five (5) years of progressively responsible experience
  • Progressively responsible project management activities
  • Show evidence of thought and leadership, and have experience working in a highly integrated, multi-disciplinary environment
  • Must demonstrate success in ability to initiate and plan a project, execute, control and monitor and close out a project, including skills to develop a technical project with a schedule and budget, successfully execute on the project with continuous risk assessment and mitigation, schedule and budget management, and status reporting
  • Demonstrate successful experience in explaining technical topics to non-technical people
  • Has been the primary person responsible for delivering a product
  • Ability to obtain and maintain a clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Bioinformatics, genomics, transcriptomics, proteomics, molecular biology, imaging, or other biological background
  • A minimum of two (2) years working with data generated from biological samples such as genomics or proteomics
  • Experience in deploying systems, preferably in the biomedical domain, used by a community
  • Experience working with data models and dealing with complex data structures
  • Working in Agile environment
  • Demonstration of leadership experience
  • Sales or customer interaction experience

EXPECTED COMPETENCIES

  • Must be detail-oriented and possess strong organizational and analytical skills with the ability to prioritize multiple tasks/projects
  • Exceptional written and oral communication skills in order to work closely with numerous stakeholders from diverse organizations
  • Ability to use Microsoft Project or other project management software to create WBS and track project progress
  • proficiency in Microsoft Word, Excel and Visio
  • Maintain necessary project artifacts on a shared space, such as a wiki, where stakeholders can self-serve their documentation needs
