As a member of the MemorialCare executive leadership team and with a direct reporting line to the System CEO for business and digital strategy, the Senior Vice President & Chief Information Officer (CIO), is responsible for all aspects of Information Technology / Systems governance, strategic direction, development of the business strategy, and oversight for all information systems, telecommunications and operations for the health system. The CIO ensures that key information assets are continuously secure and well-integrated. The CIO identifies appropriate technologies and manages large scale IT initiatives, produces technology-driven innovation to further facilitate strategic business objectives and establishes a world-class culture of customer service.

The SVP/CIO will establish and maintain services that are shared among entities to provide efficiencies and overall effectiveness through business process re-engineering (Lean methodologies) afforded by a multi-campus, fully integrated health system. Working in close collaboration with executive management, Boards of Directors, physicians, and key stakeholders of the enterprise, the CIO is instrumental to shape the vision, provide direction, and lead in the development of strategies in technology to support and advance the strategic goals of the organization.

ESSENTIAL FUNCTIONS:

Strategic:

  • Essential to achieving strategic initiatives, the CIO leads by example, demonstrating the key leadership skills including accountability, collaboration, courage, relational, inspiring, prioritization skills and delivers results.
  • Responsible for all elements of the IT infrastructure that delivers a consistent, reliable and optimized clinical, business and operational computing experience for all departments, physicians, staff, and patients at MemorialCare.
  • Leads the development and implementation of long-term strategic information system goals and ensures that information technology planning is an integral part of the overall health enterprise strategic planning process.
  • Ensures clinical workflows across the enterprise are configured such that there is both operational efficiency and leveraging all colleagues at the top of their scope.
  • Responsible for assessing and approving all information technologies prior to investment. Scope of technology includes information technology, video, telecommunications, and networks, that utilize, interfaces, the data center, or impacts computer security or privacy issues.
  • Develops, implements, tests, and maintains business continuity and emergency response plans that provide for the continuity of clinical patient care, administrative continuity, and data preservation and accessibility; based on sound risk management practices, using recognized standards and protocol.
Operations:
  • Primary organizational technical leader for information technology, and information technology embedded in facilities. This role focuses on planning, assessment of new technologies, deployment to ensure optimal interoperability, value creation, and ensuring all technologies are appropriately cyber secured.
  • Responsible for the planning and development of all administrative and clinical information systems related to the operation of the hospital and clinical facilities, including the Electronic Health Record (EHR).
  • Responsible for the security and integrity of information technologies; with a special focus on any system or technology that utilizes and stores Protected Health Information (PHI) or Personal Identity Information (PII). Ensures that the privacy of data is managed and secured.
  • Provides service support for all computer applications, telecommunications, networks, telemedicine networks, and connectivity to clinical equipment. Responsible for meeting all regulatory guidelines (such as LCME, ACGME, The Joint Commission, research regulations, and others) as they relate to technology usage and support.
  • Provides oversight and management of numerous software applications in production and in use across the syste





Qualifications

Education and Experience:

  • Master's degree in business, hospital administration, computer science or a related field, or an equivalent combination of education and experience preferred; Bachelor's degree in technology, computer science or related field required.
  • A minimum fifteen (15) years of progressive experience within information technology with a minimum of ten (10) years of significant IT senior leadership experience, preferably within complex health care environment; strategic planning, project planning, budgeting, leading the efforts of directors and managers responsible for operating a range of IT services. Experience implementing and working with Epic system and/or comparable systems. Skilled in analysis, human resources and financial management, and effective communications. Ability to define user needs, develop and implement information systems and develop staff.
Knowledge:
  • Broad knowledge of the latest and evolving developments in advanced technologies and information systems. General knowledge of and experience in a broad range of clinical and administrative information technologies and systems, including technology tools to directly support patient care as well as administrative support to core healthcare initiatives and clinical and business analytics.
  • Enterprise and other application systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management
  • General concepts of business process analysis and redesign as well as the LEAN methodology to optimize business processes and remove waste.
    Applicable external regulatory requirements (e.g. JCAHO, HIPAA) and their application to the IT area.
