Job Summary:

\n\n

In this role, you will direct the HR Client Services team in all aspects of HR service delivery. Responsibilities include Employee and Labor Relations management, and supervision of the Recruitment and Support functions within its Human Resources Office. The selected candidate must have demonstrated experience with large organizations in administering, directing, and planning, employee and labor relation services, labor contract administration, investigating employee and union grievances/complaints, union negotiation/bargaining experience, training development and presentation experience, and extensive experience interpreting employment rules and regulations. Clear and logical business writing with attention to detail and business process analysis. Ability to work under tight deadlines, multiple priorities, and handle constructive comments from multiple levels.

You will also serve as primary liaison to Occupational Health, Nurse Recruitment and Retention and other departments as necessary, ensuring that District of Columbia and other applicable laws and regulations and client service delivery expectation are met.

\n\n

Responsible for controlling assigned operational budget within administrative guidelines, minimizing variances, and ensuring monthly variance reports are completed. Participates in budgeting process, making recommendations forecasting needs and suggesting expense reductions.

\n\n

Provides advice and consultation in the interpretation of human resources policies, procedures, and contracts relating to the collective bargaining agreement and how to support and manage employees in a union environment and acts as the HR representative with labor relations to confer processes, grievances, disciplinary actions, and other employee and labor relations activities.

There is flexibility of working remotely after completion of probationary period.

Minimum Qualifications:

  • B.A. degree in Personnel Management, Public Business Administration, or an equivalent field. Master's degree strongly preferred.
  • \n\t
  • PHR or SPHR certification strongly preferred.
  • \n\t
  • Five years' experience inclusive of three years management, three years of union contract administration experience and three years employment experience.
  • \n\t
  • Excellent oral and written communication skills. Excellent project management skills. Organizational ability to maintain a wide range of recruitment and retention activities. Interpersonal skills necessary to establish and maintain good working relations with the MedStar and Hospital Personnel, applicants, and the outside community.
