General Purpose of Job:

The Chief Financial Officer is responsible for financial leadership in the development and oversight of the organization's financial plans, product offerings, and provider networks. The CFO serves as a strategic partner and advisor to the PHP CEO and PHP Executive Team in setting guidelines for pricing of various insurance and managed care products, including HMO, Medicare, PPO, Point of Service, administrative services and other derivative products. The CFO is responsible for collaborating with leadership to establish and implement programs and processes that ensure consistent quality, cost-effective and compassionate services are delivered to plan members and network providers, allowing PHP to be considered a top performing health plan.

Essential Duties:

This job description is intended to cover the minimum essential duties assigned on a regular basis. Associates may be asked to perform additional duties as assigned by their leader. Leadership has the right to alter or modify the duties of the position.

  • Develop and oversee the execution of product pricing strategies and models realizing competitive positioning, organizational growth objectives, as well as utilization and cost trends.
  • Develop and oversee provider reimbursement and risk sharing methodologies.
  • Experience integrating financial decisions and modeling into operations, and vice versa.
  • Serve as PHP lead for financial integration within the Sparrow Health System.
  • Participate with management in the development of the organization\u2019s strategic and operating objectives.
  • Proven ability to foster strong relationships with physician providers and develop their financial acumen at a strategic level.
  • Be a financial business partner to PHP leadership team, including sales, operations, medical management, and network services.
  • Provide recommendations and strategic direction to the CEO and provider sponsors based on reported outcomes and to achieve stated business objectives.
  • Provide oversight for the organization's monthly, quarterly, and annual financial statement production cycle, ensuring integrity of financial data through compliance with GAAP, appropriate use of Sparrow and PHP reporting tools and statutory financial requirements.
  • Develop annual budget and business plan and analyze performance against plan objectives.
  • Develop financial systems necessary to transact and manage the organization's product lines and contractual relationships. Ensure necessary control procedures are in place, particularly relating to accounting, claims administration, and contractual compliance.
  • Provide recommendations and strategic direction to the CEO and provider sponsors based on reported outcomes and to achieve stated business objectives.
  • Coordinate and direct external audits of organization, including annual independent, regulatory and purchase focused reviews.
  • Establish and maintain professional relationships with regulatory officers, business partners, independent auditors, actuaries and other insurance organizations.
  • Proven ability to hire, develop and retain a strong finance team.
  • Coordinate investment policies and activities with Sparrow Health System advisors.
  • Responsible for working with Sparrow Facilities to ensure productive, safe and quality work environment for PHP Caregivers.
  • Supports the coaching, professional development and performance management of staff.

Work Experience\u2022 Minimum of seven years progressive leadership experience with a minimum of five years of leadership experience as a CFO in a small to medium size health plan or a Controller of a large health plan. \u2022 Professional experience must include all aspects in Finance, including financial planning, treasury, reimbursement contracting, actuarial analysis, underwriting and capital budgeting. \u2022 Experience in a rapidly growing health plan. \u2022 Cross functional project management/team leadership experience. Education\u2022 Bachelor's degree in Accounting or Finance \u2022 Certified Public Accountant \u2022 Masters\u2019 degree in Finance or Business Administration. Preferred. \u2022 Professional certification (Lean, Six Sigma, etc.). Preferred. Specialized Knowledge and Skills\u2022 Superior oral and written communication skills, strong presentation skills, with the ability to make effective and accurate financial presentations to the Board, Board Committees and other key groups. \u2022 Advanced financial analysis and modeling capabilities. \u2022 Advanced interpersonal skills to effectively deal with complex situations with a wide variety of influential internal and external constituencies. \u2022 Leadership style consistent with Sparrow's organizational values of excellence, service, people, responsibility, innovation and teamwork and PHP's values of compassion and trust. \u2022 Ability to understand cost and use information, as well as other financial performance information to identify trends and tactics. \u2022 Ability to communicate complex information in simple language. \u2022 Ability to work in teams, reach compromise through collaboration to achieve objectives. \u2022 Ability to reach company goals in an environment in which a wide degree of creativity and collaboration is required. \u2022 Ability to rely on experience and judgment to plan and accomplish goals. \u2022 Possess the ability to motivate and maintain staff and partners \u2022 Project management skills \u2022 Leadership development skills \u2022 Proven track record indicating ability to serve as a change agent in an organizational setting.
