The Role Responsibilities

The Bank requires accurate, complete, reliable and timely data in support of conduct objectives, risk management, regulatory reporting, customer experience, business decision making and analytics.

The Chief Data Office (CDO) sets out to make the Bank a safer place to bank, where data-driven decisions can be made accurately and reliably. We mandate and advocate reliable and appropriate use of data. With better insights of our customers' needs, the Bank can provide the service they truly need, and improve their banking experience with us.

The Data Governance team within CDO is responsible for setting the policy, standards and guidelines for data quality management in the bank and acts as the Subject Matter Expert (SME) by providing guidance and advice on Data Quality (DQ) risk. The team also performs the role of second line assurance for the Bank's Data Quality Management (DQM) Policy and Standards to assure that system and process owners are performing the responsibilities mandated by the Policy and Standards.

The Senior Manager, Data Governance is critical to the effective rollout of the DQM Policy requiring significant interaction with stakeholders from the Business and Functions to drive the DQ agenda. This involves

Data standards
    • Contribute to the design and implementation of the Data Quality Management framework.
    • Assist Businesses create, manage and own their data standards (particularly focusing on client and product data for CIB, CB, and Retail Banking business streams) i.e. building the definitions and sources for critical data elements consumed by downstream processes.
    • Support designated Data Domain Owners and their delegates in Businesses in playing their role.
    • Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements for the business teams supported by the Data Governance team
Data Management Assurance for Businesses
    • Jointly with Group Operational Risk, act as 2nd line assurance on adherence to the DQM Policy and Standards for processes within Retail Banking, Private Banking and Wealth Management;
    • Assist in educating Business teams in understanding their roles and responsibilities with respect to DQM
    • Provide advice on data quality matters and act as the escalation point between data providers and consumers to help address high risk issues and interpretation gaps
    • Provide ‘back to front' connectivity between Business and Functions in helping to resolve data quality issues and ensure relevant risks are raised at NFRCs thereby enabling effective monitoring of DQ within the respective Business and Function Non-Financial Risk Committees
    • As the second line of defence for data quality risk, ensure all DQ controls are implemented in the businesses and functions processes in accordance with the DQM Standards, review control testing results and treatment plan for exceptions, review residual risk assessments and risk acceptances.
    • Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements for the business teams supported by the Data Management team
    • Be a “go-to” person/ single point of contact for RB, PVB and WM business for all things Data quality related.
Overall DQMF assurance (Cross cutting)
    • Own the BCBS 239 data governance related paragraphs and play a second line role in ensuring the Bank enhances its compliance position year on year.
    • Lead Senior Management, comprising resources from the Business and Functional areas and IT business and operations functions, to achieve their objectives for Data Quality Management; resolve issues escalated from Business and Functional areas data governance representatives.
    • Ensure implementation of Data Quality Management is tracked, and that issues and gaps are brought to the attention of senior management and the Data Quality Oversight Forum.
    • Manage the dispensations against the DQM Policy, ensure they are tracked, approved, evidence for closure is received and expired dispensations are escalated to the businesses and functions to manage the DQ risk
    • Assist in the development of reports or drafting of papers for the Data Quality Oversight Forum, Group NFRC, Implementation Oversight Forum and Board Risk Committee
    • Liaise with Group OR to ensure availability of relevant, accurate and timely information for the reporting of residual risk ratings and risk appetite metrics, including Group and Board Risk Committee submissions
GIA/ Monitor interaction: Act as primary responder OR mandatory reviewer for responses to GIA/ Monitors/ regulators on questions related to data for Businesses
    • Appropriate, factual, accurate and timely response to engagement requests arising from external regulators/internal audit
    • Track all audit and regulatory findings in Data Quality applicable to the CDO team to ensure items are closed on time
Our Ideal Candidate
  • 10+ years governance or assurance experience in a banking environment focusing on data management, processes or technology.
  • Clear understanding of the Bank's approach to the management of data quality risk, or equivalent experience gained in other organisations.
  • Enhanced data management and reporting skills with a proven ability to understand business needs, across asset classes and with a front to back perspective.
  • Ability to challenge business stakeholders objectively and effectively.
  • Ability to work in a matrix organisation, leveraging resources across the organisation to complete deliverables.
  • Sound judgement and precision to perform a key control role and maintain effective working relationships whilst remaining independent in assessing data quality risks within the Bank.
  • Experience of proactively engaging stakeholders across multiple countries/businesses/functions.
  • Strong analytical skills preferably with domain knowledge across data standards.
  • Proven ability to understand and manage operational and data quality risk.
  • Ability to work proactively, independently and displays strong initiative.
  • Ability to drive multiple agenda and effectively manage priorities.
  • Excellent communication / influencing skills with the ability to tailor a message to a range of audiences.
