Description

Reporting to the Chief Financial and Administrative Officer, the ITS Procurement Supervisor will be responsible for strategically managing the procurement function within Information Technology Solutions (ITS). This includes supervising 2 procurement-related FTE as well as overseeing the entire purchasing process for ITS, including reviewing, analyzing, and implementing improved processes and procedures with regards to IT procurement. The incumbent will negotiate with vendors to secure better pricing, request quotes, prepare sole source justifications and RFQs as needed, enter information into UCR's purchasing system in order to prepare a Purchase Order or utilize the campus procurement card or ePay (if appropriate), follow up to make sure UCR's Purchasing department issues the PO and authorize invoices to be paid when received. In addition, the incumbent will oversee ITS's software distribution service as well as manage and maintain ITS's network, telephony, and computer inventories which includes finalizing inventory for fiscal close. This position will become an expert on UCR's purchasing policies and the applicable contracts available through UCR's systemwide agreements. The incumbent will enable customer (the ITS organization) success by developing proactive engagements with relevant ITS staff as necessary. The salary offer will be commensurate with experience within the budgeted range of $75,000 to $82,000. Experience Experience Requirement 4 - 7 years of related experience. Required Demonstrated experience with inventory management. Required Demonstrated experience with UCR procurement software (eBuy) and use of the ProCard as well as inventory management software (Pinnacle) and ePay. Preferred Previous supervisory/managerial experience. Preferred

Minimum Requirements Full knowledge of the purchasing function.
Analytical skills necessary to evaluate the cost effectiveness of purchasing options.
Demonstrated effective interpersonal skills required in interacting with both internal and external resources.
Demonstrated effective written and verbal communication skills.
Strong level of proficiency in the use of standard spreadsheet and word processing software.
Excellent negotiation, persuasion, and conflict management skills.
Ability to read and interpret terms and conditions of contracts.
Analytical skills necessary to evaluate the quality and cost effectiveness of multiple and complex purchasing options.
Preferred Qualifications Supervisory skills required to lead purchasing group in department ensuring adherence to purchasing practices and guidelines.

Knowledge of procurement policies, the organization's departments and operations, and Federal Acquisition Regulations.

Demonstrated knowledge of UCR's Purchasing policies and procedures

Demonstrated knowledge of UCOP's system wide IT contracts.
