JOB PURPOSE OR MISSION:  Responsible for day-to-day supervision and operation of assigned areas of the Laboratory.   Makes decisions that may affect the division, department and/or GHS System's financial and performance objectives and strategic results. Provides input to director/manager on budget for area.  Immediately supervises employees in assigned areas, including responsibility for performance reviews, hiring, disciplinary actions and terminations.  Performs job for the age population served, as defined in the department's scope of service.

 

PERFORMANCE CRITERIA

JOB FUNCTIONS

 

ESSENTIAL JOB FUNCTIONS include, but are not limited to:

 

1.         Participates in the development of departmental goals and objectives.

PERFORMANCE STANDARDS:

  • Ensures that departmental priorities are carried out on a daily basis.
  • Ensures that goals and objectives of the department are administered daily and are consistent with management expectations.
  • Ensures that departmental measures for processes and expectations are carried out on a daily basis.
  • Assists with recommending alternative methods of providing services to reduce                         departmental operating costs.
  • Supervises the staff of the department in regards to fluctuations in the workload.
  • Assists with morgue duties as necessary once deemed competent.
2.         Demonstrates effectiveness in supervising assigned staff.

PERFORMANCE STANDARDS:

·         Supervises departmental staff and processes and recommends changes as needed on a daily basis.

·         Supervises operation of the department daily.

·         Provides leadership to maximize the effectiveness of the work performed daily.

·         Works with management and staff on data concerning the department and their activities.

           

3.         Coordinates the daily activities of the assigned work area.

PERFORMANCE STANDARDS:

·         Ensures that policies and procedures are followed.

·         Coordinates the daily productivity of the department.

·         Maintains an effective working relationship with administration and other departments.

·         Monitors the performance improvement program for the department.

·         Coordinates programs that are developed to improve departmental communications.

 

4.         Demonstrates effectiveness in monitoring the daily activities of the department.

 PERFORMANCE STANDARDS:

·         Ensures that standards of performance are administered daily.

·         Communicates policy interpretation to staff.

·         Communicates effectively and expresses information clearly to staff.

·         Maintains required records, reports and statistics as required.

·         Analyzes operational data and adjusts as necessary to provide adequate, economical service.

 

5.         Supervises daily operations and staff in phlebotomy and accessioning.

 PERFORMANCE STANDARDS:

 

·         Prepares staffing schedules for phlebotomy and accessioning for all shifts.

·         Performs administrative activities including the preparation of specific and periodic reports.

·         Monitors compliance with specific Laboratory procedures.

·         Ensures compliance of the assigned areas with accrediting standards.

·         Informs employees of procedural and policy changes as they relate to the Laboratory.

·         Recommends measures to improve productivity, scheduling and performance improvement.

·         Conducts regular evaluations of needle safety devices and makes recommendations to Laboratory management.

·         Orders and maintains laboratory supplies and provides input into the acquisition of laboratory equipment.

·         Develops protocols and procedures for enhancement of laboratory effectiveness.

·         Assesses problems related to transport of specimens, laboratory data, and difficult blood collections and determines appropriate action.

 

6.         Validates and monitors staff competency and job performance.

 PERFORMANCE STANDARDS:

·         Develops performance standards and monitors productivity of assigned employees.

·         Creates a structured training program for new employees, and validates initial competency.

·         Maintains ongoing continuing education for phlebotomy and accessioning.

·         Maintains ongoing assessment process for monitoring continued staff competency.

·         Addresses competency issues with individual staff members through education and/or training, and monitors improvement.

·         Documents staff competency as defined by department policy.

·         Institutes and facilitates cross training between phlebotomy and accessioning.

 

7.         Performs other duties as assigned.

                                                        

HIPAA REQUIREMENTS:

Maintains knowledge of and adherence to all applicable HIPAA regulations appropriate to Job Position including but not limited to: Paper medical records with limit to job functions, electronic GHIN without limitations, employee health records, patient demographics, lab results, surgery or appointment schedule, medical records related to quality data, patient related complaints, and/or information related to patient location. 

 

SAFETY REQUIREMENTS:

Maintains knowledge of and adherence to all applicable safety practices appropriate to Job Position including but not limited to: Incident reporting, handling of wastes, sharps and linen, PPE, exposure control plans, hand washing, environment of care, receives orders for patients, and collects blood samples.

 

 



Requirements

EXPERIENCE REQUIREMENTS:

Must have the ability to exercise moderate judgment in the application of practices, procedures and techniques to work problems of a well-defined nature.

One year phlebotomy experience preferred.

One year supervisory experience in a Clinical Laboratory preferred.

 

EDUCATION REQUIREMENTS:

Associate Degree in Medical Laboratory Technology from an approved School of Medical Laboratory Technology preferred.

 

SPECIAL SKILL, LICENSE, AND/OR KNOWLEDGE REQUIREMENTS:

Current Clinical Laboratory Scientist –Technician license issued by the Louisiana State Board of Medical Examiners preferred.

Or current Phlebotomy license issued by the Louisiana State Board of Medical Examiners preferred.
