Description

We are looking for a dedicated Corporate Access and Privacy Analyst to join the Office of the City Clerk. Access to information is a vital pillar of democracy, and the City of Edmonton is dedicated to upholding both the ethical and legislative responsibilities of supporting the right of access to information.

In this role, you will be instrumental in ensuring the City meets the requirements of the Access to Information Act (ATIA) and the Protection of Privacy Act (POPA) while supporting a culture of open information. You will act as a subject matter expert, interpreting legislation and legal orders to determine what information should be shared or protected. This role involves significant collaboration with various city departments and external community partners to locate records and define the scope of requests. You will navigate complex requests, provide expert guidance, and help maintain the public's trust through transparency and diligence. What will you do?

  • Process and manage a volume of access requests in accordance with the Acts
  • Review requests and negotiate with the applicant to conclude on an agreed upon scope, or transfer of request to another public body as appropriate
  • Consider the location of responsive records, contact stakeholders within all levels of the City, ensuring that searches are appropriately documented
  • Review records to determine responsiveness and apply appropriate exceptions to disclosure based on legislation and legal precedents
  • Prepare fee estimates and make recommendations regarding fee waiver requests to the delegated Head
  • Keep assigned requests in compliance with legislated timelines. This includes taking time extensions where appropriate and allowable under the ATIA
  • Conduct legislated consultations with third parties, such as vendors and contractors, and other government jurisdictions
  • Use software to document disclosure decisions in the records, including line by line redactions
  • Manage mediation files with the Office of the Information and Privacy Commissioner (OIPC), providing written submissions to explain disclosure decisions
  • Responsible, on a rotational basis with other Analysts, to cover all duties of the Intake Coordinator, including opening up new requests in our electronic folders, processing payments and communicating with the public and other City employees on the phone or via email
  • Assist in training sessions explaining the access request process to other City employees
  • Draft and prepare briefing notes on requests to the leadership team within the Office of the City Clerk
  • Perform other related duties as assigned
Qualifications

  • University Degree in Information Studies, Public Policy, Archives Studies, Library Studies, Political Studies, or a related discipline
  • Minimum of two (2) years of directly related, progressively responsible experience in the research, analysis, interpretation, and application of access and privacy legislation

Equivalencies include:

  • A related two-year diploma with four (4) years experience; a related one-year certificate with a minimum of five (5) years related experience; or a minimum of six (6) years of related experience
  • Information Access and Protection of Privacy (IAPP) certificate or equivalent from the University of Alberta, a recognized post secondary institution or a recognized professional association is an asset

Skills required for success:

  • Experience processing access to information requests under Alberta's ATIA or the former Freedom of Information and Protection of Privacy (FOIP) Act (or equivalent legislation) 
  • High attention to detail 
  • Ability to hold sensitive information confidential, and handle situations requiring diplomacy and tact
  • Experience using electronic resources, systems and applications
  • Ability to manage multiple priorities and meet strict legislated timelines
  • Good customer service skills
  • Experience delivering training
  • Ability to work independently and on a team
  • Experience applying policies and procedures
  • Strong written and verbal skills for drafting submissions, conducting negotiations, and providing clear advice

Conditions of Employment:

  • The role requires high visual acuity for line-by-line record review and manual dexterity for office tasks
  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement

Work Environment:

  • This is primarily a sedentary office position involving sitting, standing, and walking
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52

Hours of Work: 33.75 hours per week

Salary Range: $39.736 - $49.916 (Hourly); $70,004.900 - $87,939.510 (Annually)
