The City of Edmonton is looking for two strategic and operationally-minded Emergency Management Analysts to join our emergency management team. In this critical role, you will bridge the gap between abstract risk assessment and the practical safety of Edmontonians by leading the corporation through complex hazard identifications. You will be instrumental in ensuring the City is prepared for environmental, health, and technological challenges while also supporting the safe delivery of high-profile mass gatherings and festivals. By collaborating with diverse community partners and internal branches, you will ensure our Municipal Emergency Plan is evidence-based and legally compliant. Reporting to an Emergency Management Officer, this position is responsible for leading the City of Edmonton and its community partners through provincial risk management methodologies. You will quantify the likelihood and impact of 23 distinct hazards to inform critical mitigation and funding decisions. In addition to implementing risk management methodologies, a significant portion of your role involves integrating emergency management principles into large-scale event planning. You will facilitate cross-functional discussions to confirm current and future mitigation measures, keeping our risk profile and mitigations grounded in data. Additionally, you will serve as a Liaison Officer during Emergency Coordination Centre (ECC) activations, ensuring seamless communication between internal and external participants.

What will you do?

  • Apply the Government of Alberta's Hazard Identification and Risk Assessment (HIRA) methodology against 23 unique environmental, health, and technological hazard types
  • Engage internal collaborators and external agencies to assess risk impacts and identify potential mitigations to reduce hazard risks at community and district levels
  • Support the Civic Events Implementation Team by contributing to multi-agency event risk assessments for high-profile mass gatherings
  • Facilitate the preparation of briefings to recommend increased activation levels for the Emergency Coordination Centre based on public safety and reputational risks
  • Establish staffing rosters and prepare Incident Command System (ICS) documentation, such as Incident Objectives and Organization Assignment Lists, for scheduled ECC activations
  • Prepare annual updates to the Municipal Emergency Plan and facilitate governance-level decision-making through reports and presentations to Emergency Advisory Committee and City Council
  • Act as the Liaison Officer during ECC activations to coordinate with various sectors, including industry, post-secondary institutions, and utility providers
  • Perform other duties as assigned
