Are you a strategic thinker with a passion for fostering impactful partnerships to address complex social challenges? The City of Edmonton is looking for a Homelessness and Housing Partnership Lead to join our Affordable Housing and Homelessness section. In this pivotal role, you will coordinate the implementation of vital service plans across the organization, recognizing that strong collaborations are the cornerstone of a coordinated response to homelessness. As the Homelessness and Housing Partnership Lead, you are responsible for integrating strategic partnerships to evolve departmental policies and practices. As a project manager, you will support the governance structure that oversees the Homelessness and Housing Services Plan corporately. This involves managing politically sensitive projects and utilizing your influence and mediation skills to resolve complex issues. You will work across the corporation to gather performance data, ensuring that progress toward our goals is communicated clearly to leadership and community partners. Ultimately, you are accountable for delivering assigned projects on schedule and within budget while building strong relationships to address the specific needs of diverse collaborators.

What will you do?

  • Facilitate an effective governance structure and accountability framework for the Homelessness and Housing Services Plan.
  • Act as a primary liaison between accountability tables, data analysts, project coordinators, and external collaborators to facilitate information sharing.
  • Develop and implement program monitoring tools and dashboards to demonstrate the community impact of housing initiatives.
  • Lead the development and execution of strategic project plans designed to enhance the City's emergency response framework, ensuring the safety, dignity, and well-being of people experiencing homelessness 
  • Coordinate cross-departmental reporting to ensure timely data collection for performance measurement frameworks.
  • Prepare high-level Council reports, briefing notes, and presentations for both internal and external parties.
  • Identify and resolve emerging issues through problem-solving and corrective actions, escalating critical concerns when necessary.
Qualifications

  • University Degree in Business Administration, Public Administration, Social Sciences, or a related field of specialization
  • A minimum of five (5) years of progressively responsible experience in project management for complex, multi-collaborator projects in the public sector
  • Proven experience in strategic and operational business planning with a focus on social and policy issues

Assets:

  • Experience working in affordable housing development and/or working with the homeless serving sector, including the development of homelessness programs and strategies 
  • Coursework or training in partnership brokering, service design, change management, project management, or evaluation
  • Previous experience working with external consultants or in a public sector leadership capacity

Skills required for success:

  • Demonstrated ability to adapt quickly and contribute to a high-performing team through integration, collaboration, and individual leadership
  • Strong background in partnership theory and practice with a focus on customer experience
  • Expertise in leading integrated, multi-disciplinary teams across design, strategy, and research
  • Advanced research and analysis skills with the ability to move from theory to practical implementation
  • Excellent conflict resolution and negotiation skills for solving sensitive and complex issues
  • Ability to express complex ideas persuasively, both verbally and in written formats
  • Proficiency in Google Suite for project management and communication

Conditions of Employment:

  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic 
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance
