Description

To support our goals of ensuring no one is in core housing need or experiencing chronic homelessness, the City of Edmonton is dedicated to significantly increasing our supply of affordable housing. We are looking for a dedicated and strategic professional to join our Housing Action Team to help turn this vision into reality. 

As a Planner II, you will be at the heart of our accelerated affordable housing programs, including the Housing Action Team (HAT) and Housing Accelerator Fund (HAF). You will lead the charge in identifying and reviewing land opportunities, assessing grant applications, and determining the terms for land dispositions and purchases. Your role involves advancing city-owned property into the market and fostering vital relationships with non-profit and private developers. You will provide expert recommendations to leadership that shape how our city delivers housing services. By managing complex projects and navigating multi-level government funding opportunities, you will directly contribute to Edmonton's target of thousands of new affordable housing units by 2026.

What will you do?

  • Lead the strategic review of City policies to improve the efficiency of delivering affordable housing
  • Undertake planning, site preparation, and rezoning analysis to ensure sites are "shovel-ready" for development
  • Negotiate and execute funding agreements and manage the administration of housing programs
  • Draft high-level corporate and public documents, including Council reports, memos, and strategic policies
  • Collaborate with internal experts and external agencies, such as the CMHC and provincial ministries, to gather accurate information for decision-making
  • Manage multiple projects simultaneously, incorporating planning strategies and resource demands
  • Monitor affordable housing projects for compliance and annual reporting requirements
  • Other duties as assigned

Housing Accelerator Fund

Qualifications

  • Bachelor's degree in Urban Planning, Architecture, Business, or a related discipline
  • Four (4) years of progressively responsible urban planning experience

Assets

  • A Master's degree in a related field is preferred
  • Demonstrated experience working with Indigenous communities, First Nations, and Indigenous-led organizations

Skills required for success:

  • Strong strategic thinking and information analysis skills, especially regarding financially or politically sensitive matters
  • Expertise in urban design, land use planning, and asset management
  • Ability to find and negotiate solutions to complex issues while operating in a politicized environment
  • Excellent communication skills for preparing and presenting comprehensive plans and reports to senior leadership and Council
  • Ability to handle multiple priority projects and deliver outcomes despite unforeseen challenges

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance
