Are you a detail-oriented technical professional with a passion for preservation, land management, and community collaboration? The City of Edmonton's Parks and Roads Services branch is seeking a dedicated Planning Technician II to join our Parkland Stewardship team. In this role, you will help shape how our beautiful public spaces are accessed, enhanced, and enjoyed by everyone. The Planning Technician II is primarily responsible for developing and processing complex permits, licenses, and agreements on City parkland, and assisting in responding to various circulations and inquiries made to the Parkland Management team. Operating as a specialized technical expert, you will review applications, evaluate risks, and make critical recommendations regarding the use and enhancement of public spaces. You will collaborate daily with internal business areas, commercial entities, and community partners to balance diverse interests and navigate regulatory frameworks. Beyond technical duties, this role provides vital leadership by supervising, training, and mentoring a small team of Planning Technician I's to help ensure efficient delivery of more routine permitting activities and the mobile food vending program.

What will you do?

  • Lead and support staff in reviewing applications and proposals, and render decisions regarding permitting as delegated under parkland-related bylaws
  • Develop and execute complex permits, licenses, and agreements, including unique agreements for park activations, and various Maintenance Agreements for City landscaping assets and park improvements
  • Supervise, coach, and direct the daily activities of the Planning Technician I staff, including coordinating training tools and conducting regular performance reviews
  • Formulate workflows, standard operating procedures (SOPs), and decision-making frameworks to streamline team tasks and data management
  • Prepare clear maps, graphics, and technical responses for internal circulations, Council inquiries, and development authorizations
  • Engage with contractors, utility companies, and engagement participants to resolve conflicting land use proposals and clarify ownership or maintenance boundaries
Qualifications

  • Completion of a two (2) year diploma in planning, engineering, or architectural technology from a recognized institute of technology
  • A minimum of five (5) years of progressively responsible technical work experience in the planning field

Assets:

  • One (1) year of supervisory or team leadership experience is highly preferred
  • Proficiency with specialized spatial and planning software applications (e.g. Pictometry, ArcGIS, POSSE)

Skills required for success:

  • Strong conflict management and mediation skills to build consensus among multiple parties with varying interests
  • Ability to interpret development applications, blueprints, and complex technical data accurately
  • Exceptional verbal and written communication skills to explain regulatory frameworks meaningfully to people with lived experience or special expertise
  • Strong priority-setting and organizational skills to manage multiple projects independently within a fast-paced environment

Conditions of Employment:

  • A valid Alberta Driver's License (Class 5) or provincial equivalent

Work Environment:

  • This position operates primarily in a standard indoor office environment with occasional field and site visits

Hours of Work: 33.75 hours per week

Salary Range: $47.562 - $59.969 (Hourly) $83,792.350 - $105,650.390 (Annually)
