Job Description
The University Police Department (UPD), Southern Command invites applications for PERS Retired (Critical Labor Shortage) or Non-Retired University Police Lieutenant.
UPD is the primary law enforcement agency for the NSHE in Southern Nevada. UPD is tasked with the responsibility of serving as the primary law enforcement agency and first responders for the NSHE in Southern Nevada. It is critical to the department that this position be filled in order to maintain minimum supervisory manning levels.
Under general supervision, working rotating shifts as needed, the University Police Lieutenant will assist the Chief and the Deputy Chiefs in the supervision of police and security staff engaged in the field operations at the UPD, which includes patrol, traffic, criminal investigations, dispatch and records; plan, organize, schedule and assign work; Supervise the recruitment, training and scheduling of Police Officers to ensure compliance with established policies and procedures. Assist in the development of the department's operating rules, policies and procedures, budget development, command of police activities at major crime scenes to ensure the field activities are carried out as appropriate. Oversee the planning and organization of law enforcement activities surrounding special events involving large crowds; meet with event sponsors to determine appropriate police and security coverage, Participate as part of comprehensive law enforcement efforts in the local area by interfacing with allied agencies; and identify joint information, techniques, and capabilities to obtain optimum use of staff and equipment, provide crime prevention training, Work cooperatively with external local law enforcement agencies in accordance with established inter-local agreements, appear in court as a witness in the prosecution of cases, and perform related duties as assigned.
MAIN RESPONSIBILITIES
Supervise, train, and evaluate the performance of subordinate staff; recommend, and/or take appropriate disciplinary action in situations where employees fail to meet standards or comply with agency, policies and regulations, participate in the applicant screening process and recommend 'the hiring of staff; assess staff development and training needs and counsel staff in work-related activities professional growth and career development. Direct field operations and review. requests for assistance, staffing and equipment towards all special events, dignitary visits, and special operations occurring on the NSHE's campuses. Review daily case reports for completeness and accuracy: interpret and clarify departmental policies, rules and regulations; evaluate personnel as needed by observing performance when accompanying officers on patrol assignments and by utilizing the formal performance evaluation process. Promote community policing practices to work cooperatively with the community to identify and resolve issues (35% of time)
Review and analyze statistical data and records regarding department activities; participate in the development of department goals and objectives, long-range plans and programs, budgets, department policy and procedures and make recommendation for the responsible and effective deployment of personnel and equipment. Perform peace officer duties and other related duties as assigned (15% of time)
Prepare written reports, utilizing, standard formats and procedures in order to document accidents, incidents, investigations, and other activities, on and around NSHE property and track occurrences and trends, Compile regular and required reports of all work activity within the shift or section; receive analyze, and categorize daily reports to enable the UPD to identify crime' trends, recommend security enhancements, training needs, staffing, other expense needs, and trends and developments that impact security and public safety (10% of time)
Review emergency plans, UPD policies and procedures, and serve as incident commander as needed coordinating emergency response to NSHE campuses. Develop and maintain cooperative relationships with State and Federal law enforcement agencies, community organizations, non-profit organizations and private organizations to assist in providing community based protection and public safety services (10% of time)
Assist in the development and research of department grant requests for personnel, equipment and technology (5% of time)
Ensure Peace Officer Standards and Training (P.O.S.T.) training and annual recertification compliance for campus police officers (5% of time)
ADDITIONAL DUTIES
A University Lieutenant will be responsible for every aspect of the police field operations from:
Recruitment of personnel
Interviewing victims, witnesses and suspects
Crime statistics
Oversight of Investigations
Analysis and follow-up
Recommends and issues emergency alerts and timely warnings
Enforcing State and local ordinances, rules and regulations
Apprehension
Appear in court to provide testimony when required
Operate radio, surveillance cameras, computers and other modern communications and protective devices commonly used by law enforcement officers
Communicate with other University Police Officers and external police agencies during routine and emergency situations
SPECIAL NOTES AND REQUIREMENTS
* Pursuant to NRS 284.4066, all positions in this class have been identified as affecting public safety. Persons offered employment in this class must first submit to a pre-employment screening test for controlled substances.
* Applicants must meet current Peace Officer Standards & Training (P.O.S.T.) requirements as established in the Nevada Revised Statutes and Nevada Administrative Code.
* Applicants must possess a valid driver's license at the time of appointment and as a condition of continuing employment.
* Applicants may be subjected to psychological testing which may include polygraph testing.
EDUCATION AND EXPERIENCE
Graduation from high school or equivalent education and two years of journey level law enforcement experience; OR an Associate of Arts Degree or equivalent coursework in criminal justice; psychology, police science or closely related field and one year of journey level law enforcement experience; OR two years of experience as University Police Officer II in Nevada State service. (Special Notes and Requirements) Additionally, applicants must have graduated from an accredited law enforcement academy and meet Nevada P.O.S.T. requirements. Candidates must be currently P.O.S.T. Category I certified or have the ability to possess certification within 1 year of application. A copy of the NV P.O.S.T. Category I certificate must be submitted with application; OR P.O.S.T. Category I certification over two years old will be accepted from applicants with previous police officer experience.
ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES (required at time of application):
Working knowledge of: the appropriate use and care of police equipment as needed to train law enforcement personnel in their use; the appropriate federal, State and local laws pertaining to criminal and civil offenses needed to supervise the law enforcement activities of the department; preliminary investigation of criminal and civil offenses occurring within the NSHE jurisdiction; first aid as needed to perform law enforcement activities involving incidents that require immediate, first responder medical attention; like knowledge of Community Oriented Policing (COP) practices and methods used to provide assistance students, faculty, staff and the public. Ability to: communicate verbally and in writing as needed to perform liaison tasks; prepare clear and concise reports; take appropriate enforcement action; conduct preliminary investigations and testify in court; work cooperatively with police administrators, NSHE officials, students, employees and the public; maintain records as needed to provide the department with information and tracking of low enforcement activities; identify potential and existing safety hazards to students, faculty, and visitors ; operate computer equipment; compile statistics; identify crime trends and generate reports.
