Hybrid Role: Must be able to come on-site periodically and reside a commutable distance from the assigned work location.

Emergency Response: Yes – Must be available to perform a primary assignment in support of DTE's emergency response to storms or other events that impact service to our customers.

Job Summary
    Perform rate, tariff, regulatory compliance, and case management activities to support corporate regulatory policy and goals to be in alignment with overall corporate goals and objectives; assist in supporting the development of strategies to enable the achievement of those objectives; and provide support to leaders in developing the presentation of those positions before the Michigan Public Service Commission (MPSC), the Federal Energy Regulatory Commission (FERC) and their Staffs. Span of control = 0; this is an indi-vidual contributor.
Key Accountabilities
  • Coordinate the implementation of rate changes and the administration of existing rates and tariffs.
  • Prepare reports, reconciliation and compliance filings, data responses and other similar non-rate case related filings.
  • Assist in preparation of regulatory filings including testimony, schedules, work papers, information from audit and discovery requests on a timely basis and ensure compliance with all regulatory requirements.
  • Gather and analyze financial information and operating statistics and their impacts for the development of regulatory strategies.
  • Work closely with industry associations to coordinate industry responses to key rate and regulatory issues.
  • Research industry treads in policy matters that may impact DTE Energy's regulated operations Administers existing rates and tariffs.
  • Attend workshops and conferences to monitor the regulatory environment to identify trends, issues, or decisions which might affect Company's regulatory objectives and policies.
  • Monitor and communicate to senior management key developments in rate and regulatory matters that directly or indirectly impact DTE Energy or its regulatory environment.
  • Maintain a close liaison with the Regulatory Accounting Department, the Business Unit Controller Department and the Business Unit for the compilation and analysis of data, preparation of required compliance filings and completion of supporting documentation for various types of rate case filings.
  • Assist in the planning and development of legislative strategies that support DTE Energy's regulatory strategy, policy and objectives.
  • Support the continuous improvement of regulatory processes by identifying problems and developing and implementing countermeasures through rapid experimentation.
Minimum Education & Experience Requirements
  • Bachelor's degree in Accounting, Business Administration, Engineering, Economics or related field, and the knowledge / capabilities typically acquired through 5+ years of job-relevant experience. (financial and data analysis, regulatory compliance, project-management, problem-solving, and communication skills)
Other Qualifications

Preferred

  • Knowledge of utility industry standards, market trends, emerging technologies.
  • Experience in utility rate design, and financial modeling.
  • Strong project management skills, with the ability to manage multiple projects concurrently.
  • Self-motivated and adaptable team player, with the ability to work independently and collaboratively.
  • Ability to communicate effectively, both orally and in writing.
  • Proven analytical skills to resolve complex and sensitive regulatory issues.
  • Proficiency in Microsoft Office suite (Excel, Word, Outlook, PowerPoint and Teams).

  • Ability to collect, analyze, compile, and present financial data in a persuasive manner.
  • Ability to work well with internal and external personnel who are involved in regulatory activity.
