Description
This is a hybrid position - reporting to the office 2 day a week and 3 remote. Office is in Austin, TX.
Working together with the Transmission Cost Estimating team and other stakeholders throughout LCRA help lead and facilitate the project cost estimating process for LCRA TSC capital projects. Work collaboratively with key department stakeholders to ensure all project related costs are accounted for every project budget. Assist manager with ownership and maintenance of estimating platform. Assist with post-project reviews of estimate quality on every project and provide feedback/lessons learned as necessary. Procure, maintain, and/or update benchmark/historical data as the need arises.
You will be trusted to:
- Performs duties associated with the acquisition of bid materials as well as evaluating engineering specifications, designs, and requirements for utility goods or services
- Evaluates bid materials and crafts bid estimates, proposals, and/or cost quotations for labor, materials, or allied services associated with project specifications, bid requests, and requests-for-proposal
- Extrapolates detailed information from engineering prints to calculate labor and non-labor costs
- Performs analysis of labor efforts, pricing, rates, and/or billing data; as well as generates and submits complex (or ad hoc) reports and metrics to supervision and management
- Often implements duties at an accelerated rate to keep up with fast pace conditions to meet deadlines
- Performs site visits, attends pre-bid meetings, and generally interacts with internal and external customers, or representatives
- Documents changes made to documents or systems by detailed research, communication and recordkeeping. Documents activities in logs, files, system prints, and other records, or through other written or verbal communication with co-workers or customers
- Performs in-depth quality assurance and quality control of data and documentation
- Seeks out and recommends appropriate process improvements to internal and external processes

You qualify with:
Nine or more years of experience in substation construction, line construction, utility operations, engineering, finance, accounting, economics, or other relevant experience. A degree(s) in business, economics, mathematics, engineering, accounting, statistics, finance, or relevant field experience may be substituted per LCRA guidelines for specific years of experience.
Certifications are not a requirement for this role.
