General Summary of Position
Responsible for the analysis, design, implementation, and maintenance of administrative, clinical, and financial applications throughout MedStar Health businesses. Interacts with senior management in identifying project scope, objectives, and schedules. Manages all aspects of installing, testing, user training, release loading, troubleshooting problems, resolving issues, and identifying benefit and process improvement opportunities. Controls project-related budget and expenses.


Primary Duties and Responsibilities

  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations. Responsible for developing and maintaining information systems support in alignment with MedStar Health strategic objectives
  • Develops and recommends department capital and operating budget and ensures that the department operates within budget.
  • Selects, trains, orients, and assigns department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.
  • Coordinates vendors, information systems staff, and users in troubleshooting problems and resolving software or procedural issues.
  • Directs the building and maintenance of system parameters, tables, and master files including assignment of security codes to appropriate MedStar Health staff. Consistently maintains data dictionaries and master files, monitors file size and integrity, and administers database design and development.
  • Interacts at multiple organization levels regarding uses of technology. Communicates with and presents to members of the business unit and MedStar Health management teams.
  • Manages database(s) for administrative, clinical, and financial applications.
  • Manages procurement activities including vendor selection, purchasing, receiving, storage, and utilization of equipment, materials, and supplies involved in supporting administrative, clinical, and financial applications. Establishes and maintains contractual services.
  • Monitors Staff's conformance to all established policies and procedures relating to project initiation, system design, project management, and move to production.
  • Responsible for all aspects of the administrative, clinical, and financial application life cycle from project definition through system implementation; including preparation and execution of user training and education as well as the development of system and user documentation.* Consults with department leadership to support business needs.* Responsible for the execution of application implementation projects, including the development of project work plans, resources timetables, cost, administrative reporting, and user liaisons activities.* Reviews the impact of new systems and software release upgrades on the operation of departments; meets with other managers to inform them of changes. Directs the retraining of users, as required, and coordinates software, testing, and plans conversions.
  • Participates in meetings and on committees and represents the department and business unit in community outreach efforts.
  • Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.

    Minimum Qualifications
    Education

    • Bachelor's degree in Computer Science, Business Administration, or Health Administration, or equivalent experience required

    Experience

    • 5-7 years Experience in a healthcare environment with system implementations. Supervisory experience including personnel selection, development, and performance evaluation required and
    • Demonstrated experience in project management, systems analysis/programming, customer service skills, and vendor interaction required

    Licenses and Certifications

    • Licensure/certification in related area may be required

    Knowledge, Skills, and Abilities

    • Strong analytical ability to solve complex technical problems.
    • Competent in microcomputing, including desktop applications, project management, and communication emulation applications.
    • Strong interpersonal communication skills to effectively interface with internal/external customers.
    • Experienced in identifying customer business requirements.
    • Excellent verbal and written communication skills.


    This position has a hiring range of $111,779 - $212,513
