SAIC is seeking a Collection Manager to join our team at Fort Gordon, Georgia.

Job Duties:

  • Provides extremely high-level subject matter expertise for work described in the task.  
    Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and training. 
  • Integrated member of the USASOC OSINT Enterprise, focused on coordinating OSINT collection and production efforts; researching, developing and delivering high quality products; creating and managing processes and standards; proliferating multi-echelon capabilities; and incorporating innovative solutions and technologies across and beyond the Enterprise.
  • Directly support OSINT collection efforts of the USASOC Commander and G2, 1st Special Forces Command (SFC), and Combat Support Units (CSUs), while indirectly supporting the Army Combatant and Service Component Commands (ACC / ASCC) and the Intelligence Community (IC), per the National Intelligence Priority Framework (NIPF) through collection research and development. 
  • Research, assess, recommend, and support the integration of innovative technologies and solutions through research, technical papers, materiel acquisition support, and advanced course development and instruction.
  • May be required to lead the collection and daily activities of a small team of OSINT collectors, conduct collection activities in support of mission needs. 
  • Track, route, evaluate and process all incoming RFIs. 
  • Research, evaluate, validate, and apply POSTMAN REQs to OSIRs prior to production
  • Develop custom POSTMAN REQs to support unique SOF mission requirements  
    QA/QC, finalize OSIRs, and disseminate all USASOC G2 and CSU OSINT Cells products via email and M3, post to SIPR/JWICS Portals, Palantir, and tag REQs in POSTMAN
  • Support the development of Army-wide policy, doctrine, and training publications based on existing capabilities, contemporary TTPs, and forecasted force modernization models
  • Provide Collection Management; provide dedicated support, coordination, and deconfliction of collection efforts; write custom REQ for all USASOC-specific collection needs; push tasks to available units (versus the current RFI or unit-driven collection); and provide further visibility for USASOC collection for decision/policy makers throughout the IC
  • Create and manage product templates, production and metric trackers, processes, and training materials for the production, tracking, and processing of OSINT
     

Qualifications

Required Education and Experience:

Bachelors and nine (9) years of experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience; four (4) years of experience in lieu of degree.

Required Security Clearance

  • Must be a U.S. Citizen with an Active TS/SCI clearance with the ability to obtain TS/SCI with Poly

 

Requirements:

  • Nine years or more experience conducting open-source intelligence, multi-discipline intelligence, online investigations, research, or similar profession.
  • Ability to execute multiple tasks and ongoing projects while ensuring compliance with applicable policies, and procedures.
  • Working knowledge of popular, legacy, and new social media, forums, messaging services, blog sites, and mobile applications.
  • Willing to work outside normal business hours in exigent circumstances (this position is not shift work).
  • Willing to travel up to 25%.

 

Desired Certifications & Skills:

  • Minimum of 9 years of intelligence experience within the U.S. DOW or Intelligence Community.
  • Knowledge of military operations, terminology, and structure (branch immaterial).
  • Experience working with Special Forces and/or Psychological Operations Forces
  • Completion of U.S. Army OS-301 and OS-302, OSINT Basic Course, or NERD Course.
  • Demonstrable writing proficiency
  • Knowledge of the collection management cycle within the IC and DOW.
  • Understanding of collection requirements for OSINT to include but not limited to collection plans, and authorities.
