This is a Project Manager position in support of the Cybersecurity Integrity Center (CIC) in the Department of State Bureau of Information Resource Management (IRM). Duties are in the Washington, D.C. metropolitan area (30% in downtown D.C; 70% in Beltsville, MD). This project management position plans, manages, and executes IT projects for the Information Resource Management (IRM) Bureau.  Individual should be able to work under limited direction; capable of leading and managing large and highly complex IT projects.  Individual should have the ability to apply experience to develop solutions to new tasks.   Individual should be capable of managing the cost and schedules for multiple projects or a large complex IT project.  Individual should be fully competent in the tools necessary (e.g., MS project, excel, PowerPoint, EVM) to fully plan and execute a project.

Work is performed onsite 3+ days/week or as needed by the customer.

Description of Duties

  • Develop Project schedules and documentation to support IRM IT Projects. 
  • Coordinate with engineering, operations, and security for project initiation and execution throughout the life-cycle of the project.
  • Document and mitigate the risks associated with each project.
  • Initiate any documentation necessary for projects that require an Authority to Operate (ATO).
  • Prepare briefing slides and artifacts (project concepts, charters, project plans, schedules) as needed to prepare for the major milestones associated with each project. 
  • Track project schedules to ensure milestones are met on time or adjusted as required if external factors impact project schedules.
  • Coordinate with Operations to ensure they are prepared with the project Transitions to Operations (TOM).
  • Communication any issues that may hinder or impede the successful execution of the project schedule.
  • Maintain a risk register for each project.
  • Maintain a change log to track any changes associated with the project. 
  • Determine a clear scope definition of the each project.
  • Monitor to ensure each project stays within budget and scope or take the necessary corrective actions to bring projects back to an acceptable variance.
  • Develops cyberspace workforce plans, strategies, and guidance to support cyberspace workforce manpower, personnel, training and education requirements and to address changes to cyberspace policy, doctrine, materiel, force structure, and education and training requirements.
  • Supports decision-making authorities and establishes vision and direction for an organization's cyber and cyber-related resources and/or operations. 
  • As a project leader, provides technical direction for the complete systems development effort.
  • May serve as a technical authority for a design area. As a cybersecurity specialist or consultant, resolves unique and unyielding systems problems using new technology.

Qualifications

Required Education & Experience

  • Bachelor's degree and 9 years of experience managing components of large technical projects. May accept additional experience in lieu of degree.
  • Proven people management skills with customer-facing experience.
  • 3 years of Cyber Security experience.
  • Prior experience as a Project Manager.
  • Proficient with scheduling using Microsoft Project.
  • Strong presentation skills and ability to adapt to various customers to include government and/or contractors.
  • Ability to resolve complex issues.
  • Strong organizational skills.
  • Ability to work independently.
  • Exceptional oral and written communication skills with experience working directly with customers including VIP's.
  • Strong organizational skills: ability to manage multiple tasks in a fast-paced environment with competing priorities and quick turnaround deliverables.
  • IT experience.
  • Strong organizational skills.

Required Clearance

  • US Citizenship
  • Active Top Secret Clearance

Desired Experience, Skills & Attributes

  • 6 to 8 years of experience working in Cyber Security
  • Prior Department of State experience highly desired
  • PMP certification highly desired
  • Understanding of the Assessment and Authorization process
  • Familiarity with NIST
