SAIC is seeking a Regional Campaign Planner - Northeast Asia located at Camp Smith in Hawaii to support the United States Pacific Command (USPACOM) Exercise Plans Branch (J752) to bring Northeast Asia regional expertise—spanning Japan, the Republic of Korea (ROK), and Taiwan—to support the development, integration, and synchronization of the USPACOM Joint Training and Exercise Campaign Plan.

NOTE: International travel up to 30% of the year may be required to support planning and coordination with Northeast Asia partner nation defense staffs and forward-stationed United States forces.

JOB DESCRIPTION: 

  • Coordinate unified action across USPACOM, partner nations, and component commands to develop a regional Joint Training and Exercise Campaign Plan, while maintaining actionable plans, milestones, and required deliverables.
  • Priority Focus Area 1 – Bilateral Defense Dialogues: Plan, coordinate, and support recurring bilateral and multilateral defense dialogues with Japan, South Korea, and Taiwan. Prepare read-ahead materials, decision briefs, talking points, and post-engagement summaries that advance defense cooperation objectives and inform theater training priorities.
  • Priority Focus Area 2 – Exercise Planning Documents: Support the development of the Joint Training Plan (JTP), which leverages national and strategic-level guidance—including the National Security Strategy (NSS), National Defense Strategy (NDS), and National Military Strategy (NMS)—along with the USPACOM Commander's Theater Strategy and Theater Campaign Plan to outline USPACOM's Joint Exercise Programs six (6) years out. Additionally, support the development and maintenance of Annex M to the USPACOM Campaign Order, which provides resource-informed information used to plan exercises two (2) years out.
  • Priority Focus Area 3 – Theater and Strategic Planning Events: Support operational planning events, theater posture planning meetings, theater engagement planning meetings, and strategic planning forums. Create solutions to complex problems and apply operational art in a -dynamic geostrategic security environment to provide input to strategic and operational initiatives within the command.
  • Priority Focus Area 4 – Joint Exercise Life Cycle (JELC) Events: Support select JELC events for Field Training Exercises (FTX), Command-Post Exercises (CPX), and associated training support activities and investments across the Northeast Asia region.
  • Priority Focus Area 5 – Relationships: Develop and maintain productive working relationships across the USPACOM staff, components, subordinate unified commands, direct reporting units, and allies and partners throughout the USPACOM Area of Responsibility (AOR)—especially amongst Northeast Asian countries (Japan, South Korea, Taiwan, and Mongolia)—to enable effective coordination, collaboration, and unity of effort in training and exercise planning.
  • Develop and maintain efficient processes to support exercise planning, senior leader engagements, planning meetings, RFIs, and the production of exercise orders and directives across Japan, South Korea, and Taiwan.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE: 

  • Bachelor's degree and ten (10) years of relevant experience; an additional four (4) years of experience considered in lieu of a degree.
  • Joint Professional Military Education (JPME) Phase I complete; two (2) years of experience on a joint operational/strategic headquarters staff accepted in lieu of JPME Phase I.
  • Extensive knowledge and experience working with Northeast Asia partner nation defense forces and/or forward-stationed United States forces (e.g., Japan Self-Defense Forces, USFJ, ROK Armed Forces, USFK), including joint assignments at the operational/strategic level. 
  • Demonstrated experience planning and supporting bilateral defense dialogues and senior leader engagements.
  • Proven ability to build and sustain effective relationships across a joint staff, components, and multinational partners.
  • Proven experience in a management role with oversight of projects and maintenance of timelines.
  • Knowledge of the JELC and associated requirements to plan and execute FTXs and CPXs.
  • Familiarity with national and strategic-level guidance documents (NSS, NDS, NMS) and Combatant Command planning products such as the Theater Campaign Plan, Campaign Order, and associated annexes.

DESIRED SKILLSET: 

  • Regional expertise across two or more of the following: Japan, South Korea, and Taiwan.
  • Proficiency in one or more Northeast Asia regional languages (e.g., Japanese, Korean, or Mandarin Chinese).
  • JPME Phase II complete.
  • Prior experience on a Combatant Command or Component Command staff.

REQUIRED CLEARANCE: 

  • Must have an active Secret clearance with ability to obtain a TS/SCI clearance. 

  • Must be a current US Citizen. 

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
