Join a winning team! SAIC's Space and Intelligence Business Group is currently hiring to advance space capabilities supporting our Department of Defense (DOD) and Intelligence Community customers. Ten miles from the SAIC headquarters, our Chantilly, VA team supports systems development, targeting & intelligence analysis, systems engineering & integration and more.

This position is for Government Acquisition Budget Support for a large, multi-year contract supporting a cutting-edge and innovative space program. The Budget Support SME must possess, and have successfully demonstrated, Government and large developer budget oversight expertise.  This position requires excellent oral and written communication skills, problem-solving skills, and interpersonal skills.  The Budget Support SME will partner with the Government PM, system engineers, and subject matter experts to effectively plan, organize and execute all budget planning and execution activities to ensure future budget requirements are programmed and all allocated budget is obligated.

The Budget Support SME provides leadership and support to the customer's execution of the Program with responsibilities that may include, but are not limited to the following:  

Role Responsibilities:

  • Partner with Government Program Manager and Chief Financial Officer to plan all future year budget requests including standard discretionary budgets, Congressionally-directed reconciliation budgets, and funds from others (FFO) budgets.
  • Track budget submission timelines and coordinate inputs across multiple project-level teams.
  • Facilitate budget planning meetings to reconcile budget requests with anticipated allocations.
  • Consolidate budget request supplementary information including staffer briefings, program status updates, and ad-hoc tasking requests.
  • Coordinate and track budget expenditures across multiple project-level teams and against all current and anticipated budgets.
  • Track and report funds expirations and other constraints that limit future execution.
  • Track and report progress at multiple levels Government leadership.
  • Identify and promote best practices to improve effectiveness of Program Office processes. 

Qualifications

  • Must possess an active TS/SCI clearance with Polygraph.
  • Experience with the Intelligence Community and/or the Department of Defense Program Office best practices.
  • At least 3 years experience in a satellite program directly involved in the budgeting and contractor of a satellite program.
  • Bachelors and 9 years of relevant experience; OR Masters and 7 years of relevant experience.  
  • Government or Commercial experience as a COTR, PM, PEM or acquisition leader. Budgetary, financial and EVM experience.
  • Ability to lead, and be the primary point of contact, for one or more projects.
  • Effective interpersonal skills (across multiple groups, offices, and organizations and strong briefing and writing skills.
  • Ability to communicate to a diverse audience of senior decision makers with varying levels of programmatic and technical expertise.
  • Effective communication, coordination, and customer engagement skills.
  • Ability to work in a fast paced, dynamic, and team environment with no supervision.

Desired Qualifications:

  • PMI PMP or DAWIA Level 3+ certification. Project Management Institute (PMI) Project Management Professional (PMP) and/or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Level III+ certifications highly desired. 
Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
