SAIC is seeking a Program Manager (PM) to provide management, direction, and leadership for all contractor activities performed under an Intelligence Community program. This position serves as the single point of accountability across the program.

Work is performed on site in: Bethesda, MD, with CONUS/OCONUS travel as required.

The Program Manager will be responsible for:

  • Serving as the primary contractor interface to the Government CO, COR, and leadership for all contractual, financial, technical, and programmatic matters.
  • Providing overall management and oversight of all contractor and subcontractor personnel across all program functional areas.
  • Developing and executing program management plans covering scope, cost, schedule, risk, quality, and communications across the full period of performance.
  • Managing contract financials, including budget tracking, expenditure forecasting, and cost control.
  • Leading staffing strategy and execution, including recruitment, onboarding, retention, and surge staffing of TS/SCI CI Polygraph-cleared personnel. 

Qualifications

Required Education and Years of Experience:

  • Active TS/SCI is required to be considered for this role.
  • Willing and able to obtain a polygraph.
  • Bachelor's degree in Business Administration, Program Management, Computer Science, Intelligence Studies, Engineering, or a related field.
  • Seven (7) years of experience managing contracts of similar size, scope, and complexity (including programs in excess of $50M) within the IC, DoD, or a closely related national security environment.
  • Five (5) years of experience managing multi-disciplinary technical teams, including direct oversight of subcontractors, in a classified environment.

     

Desired:

  • Experience supporting national-level digital exploitation or technical intelligence programs.
  • Experience managing Alliant 2 or other GSA GWAC task orders.
  • Master's degree in Business Administration, Program Management, or related field.
  • PMP or PgMP certification. 
Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
