SAIC is seeking a Senior Systems Engineer supporting a partner company effort, beginning with six months remote work and travel within the United States, then another 1.5 years mostly in Kuwait City, in support of the Air Operations Center (AOC) Modernized Replacement System Program, a Foreign MilitarySales (FMS) program which includes the provision of integrated air and missile defense command and control (C2), planning, coordination, execution management and integration with other operations centers including the Kuwait Air Force (KAF) Headquarters, Joint Operations Center (JOC), Land Forces Ground Operations Center (GOC), Naval Operations Center (NOC) and other geographically separated units, e.g. air breathing and missile sensors.
The objectives of the program are to provide an updated fully functional AOC within an existing location, that will have modern capabilities including:
· Provide a secure network enabled IT infrastructure to support Partner Nation Classified data exchange.
· Provide virtualized warfare mission execution applications.
· Provide integrated air and missile situational awareness.
· Provide centralized threat assessment and engagement management.
· Provide a set of battle management decision aids to monitor as well as direct engagements as dictated by the Concept of Operations (CONOPS).
· Provide training on all aspects of utilizing the modern system.

· Provide Interim Contractor Support (ICS).
This work spans three phases:
1. Remote work for a period of approximately six months, with travel and assignment to work at the prime contractor's Systems Integration Lab in near Syracuse, NY (about once every month), until the AOC System is packaged for shipment to Kuwait in late 2025/early 2026. Core hours of operations are 9am-5pm EST. Tasks in this phase include:
· Attending and contributing to all scheduled meetings with the customer.
· Assisting in establishing/utilizing a virtual CONUS-based SCE SIL for system(s) risk reduction, systems integration, validation, and verification activities required to meet the requirements of the contract.
· Assisting in establishing a developmental environment to be comprised of Prime Mission Equipment (PME) purchased for the AOC System and assembled at the Contractor facility.
· Using the Prime Mission Equipment (PME) to assist in developing an environment for integration and verification testing.
· Providing support and input to the contract team on all testing events, procedures, plans, scenarios, and documentation, including the Test Readiness Review (TRR), Systems Acceptance Test (SAT) events, and performance of Functional and Physical Configuration Audits.
· Assisting in documentation to include, but not limited to, system design changes, installation plans, and test and evaluation.
· Supporting the development of courseware and training tailored to the customer focused on system administration, daily operations, system setup and configuration, data link operations and management, user interface for all components, and tactical C2 operations.
· Supporting the packaging and preparation of the equipment for inspection and acceptance by the US Government (Defense Contracts Management Agency) prior to turnover to the Freight Forwarder.
2. Kuwait for approximately six months (beginning Feb/Mar 2026 to begin installation and test activities), with some travel back and forth to the United States. Tasks include:
· Supporting the distribution and installation of PME equipment.
· Supporting the integration and implementation across all aspects of the modernized system.
· Assisting in the execution of System Acceptance Test activities to include Test Readiness Review, System Acceptance Test, Deficiency management, and performance of Functional and Physical Configuration Audits.
· Assisting in documentation to include, but not limited to, system design changes, test, and evaluation reports.
· Supporting the instruction of KAF personnel.
3. Kuwait for approximately a year, from summer 2027 through mid-September 2027). Once the PME is deployed, with System Acceptance and training complete, the employee responsibilities will transfer to ongoing support. The initial primary duty location will be the Kuwaiti AF AOC, and the employee will perform duties on-site nominally during an 8-hour duty day, five (5) business days/seven (7) calendar days per week; and remain available during non-duty hours by telephone and email for recall to duty. Employee tasks include:
· On-site system operation, administration, and maintenance support.
· On-the-Job training conducted by resident Field Service Representatives (FSR).
· Perform identification and resolution activities to address problems experienced in the field and additionally support and facilitate end user on the job training and understanding of how to operate the system for its intended purpose.
· Assist in maintaining available spares at 100% of recommended quantities, including ordering and tracking spares levels. Upgrades that are documented in Field Change Notices shall be installed by the FSR after receiving written approval from the Government Configuration Control Board.
· Document and track System Anomalies and Deficiencies, experienced by KAF operators, administrators, and maintenance personnel during the warranty period. The Contractor shall establish a reporting process, including initiation (logging), tracking, and resolution, according to company best practices.

Qualifications
Education and Experience Required:
· The candidate will ideally possess five (5) years of diverse experience in the use and management of C4I systems in an operational environment, including Audio Visual (AV) Systems, Radar Systems, Ground Based Air Defense (GBAD) Systems, Link-16, Voice Communication Systems (VCS); and IT hardware set-up and infrastructure support for DoD/military programs.
· A bachelor's degree in an appropriate technical discipline is preferred, along with five (5) years or more experience; Associate degree, job experience and relevant industry certifications may be considered in lieu of the degree requirement.
· The candidate must be a US Citizen, possess a minimum US Department of Defense Secret clearance, and as the Kuwait travel phase of the work begins, possess a valid US passport, visa, and ability to travel.
· Proficient in a range of industry technologies, including Cisco networking, VPN configurations, VoIP systems, VMware virtualization, Linux/Unix operating systems, Windows Server management, Cisco Identity Services Engine (ISE), Security Technical Implementation Guides (STIGs), Assured Compliance Assessment Solution (ACAS), and Host Based Security System (HBSS).
Desired Qualifications to include:
· CompTIA Security+ or other IAT II level Information Assurance Certification.
· Cisco Certified Network Associate (CCNA).
· CompTIA Advanced Security Practitioner (CASP+)
