SAIC has an opening for a Launch Budget Engineer who possesses a working knowledge of complex and critical launch systems and processes in order to provide expert advice and technical evaluations.  Develops briefings and assessments to a variety of audiences and must be able to convey budgetary information in a clear and articulate manner to Government leadership.  Supports strategic planning as well as cradle to grave launch and launch support activities.  Navigates challenges associated with multiple launch service providers and appropriate separation of proprietary information while maintaining integrated focus.

Specific duties include:
  • Provide program management, budgetary and financial services
  • Develop and maintain a requirements database by appropriation for engineering projects
  • Develop spreadsheets, draft correspondence, and briefings
  • Develop current appropriation/fiscal year spend plans including forecasts and execution plan
  • Maintain, track, and report deviations to execution and forecast plan
  • Provide support as required for planning, programming, budgeting, and financial oversight for customer requirements
  • Provide analysis and rationale of obligation and expenditures data as necessary
  • Review all CFSR and financial data for all contracted projects
  • Develop updated cost estimates for all requirements to support CBJB/IPBS inputs as well as support of cost trades
  • Perform launch cost modeling, launch vehicle cost requirements database refinement and maintenance, and launch vehicle “quick reaction” scenarios studies
  • Understanding of handling sensitive information with discretion

Qualifications

Education, Skills and Experience required:
  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience
  • 5+ years space launch experience
  • 5+ years Government budget experience
  • 2+ years of customer/client experience
  • Working knowledge of the acquisition lifecycle requirements
  • Working knowledge of government budgeting and financial processes
  • Microsoft office experience to include database development, manipulation, and reporting
  • Must communicate effectively with senior management as well as staff at all levels - strong communication and coordination skills necessary
  • Skill at facilitating objective review of issues and leading team through issue resolution process
  • Demonstrate ability to formulate defensible recommendations for customer on complex programmatic/budget issues in a fast-paced dynamic environment
