This is a lead Program Manager position in support of the Department of State (DoS) Vanguard Program, Global Tactical Communications Radio Program Branch (RPB). The Program Manager is responsible for management of operations and projects comprising of the DoS Bureau of Diplomatic Technology (DT).
Description of Duties:
Manage the performance and delivery of technical support services of a $20M+ program budget in accordance with the Vanguard 2025 contract.
- Conduct project management functions, including analysis of cost, schedule, and scope related to the delivery of Radio services, including the prioritization of technical efforts, and coordination with technical managers to ensure customer satisfaction in a performance-based contracting environment.
- Monitor and develop systems, processes and methodologies as specified to ensure effective control and support of service delivery.
- Manage overseas staffing and project planning for delivery of O&M Radio Services.
- Provide technical leadership for Radio services, equipment, and support.
- Manage personnel schedules and performance.
- Interface daily with the government project managers, branch and division chiefs, and DoS personnel.
- Develop and maintain effective and efficient working relationships with the customer.
- Represent the Vanguard 2025 in daily interaction with the Services staff.
- Manage development, quality, and delivery of all project documents.
- Manage preparation of all project reports and deliverables.
- Oversee and coordinate research, identification, testing, and installation of systems, integration planning, and the development of performance measures.
- Perform project risk analysis, risk reduction and mitigation. The Project Manager is responsible for coordination and mitigation activities between the GTC SLL and customer in support of high and medium risk events and related activities.
- Manage identification and collection of performance metrics in accordance with Service Level Agreements and other performance reports. Ensure SLAs are achieved, and client expectations are met.
- Assist government leadership and GRRP leads with scheduling, communication and tracking of upcoming Global Radio Refresh projects with posts.
Qualifications
Required Education & Experience:- Bachelors and ten years or more experience; may accept additional experience in lieu of degree.
- Experience managing complex IT service delivery and projects.
- Proven people management skills.
Excellent communication skills.
US Citizenship.
- Active secret clearance with the ability to obtain a top secret clearance.
