SAIC is seeking a skilled and motivated Research Specialist - Strategic Communications and Engagement Management to support the Department of War (DoW) Office of Strategic Capital (OSC) in coordinating and fostering engagement with DoWand other government stakeholders. The successful candidate will be adept at developing high-quality communication materials tailored to diverse government audiences and will play a crucial role in monitoring DoW developments relevant to OSC's priorities. This position requires close collaboration with the Congressional Team, Chief Strategy Officer, and Strategic Communications team to advance OSC's mission.  This position focuses on developing communication strategies, fostering stakeholder relationships, managing risks, and ensuring compliance, while leveraging analytics to measure success and improve organizational outcomes. This role serves as a critical interface between OSC and its government stakeholders, contributing directly to the success of its strategic initiatives. 

This role is located in Washington, DC and is 100% onsite.

Key Responsibilities: 

  • Create and deliver communication products such as talking points, memos, reports, and presentation materials for DoW, interagency, and Congressional audiences. 
  • Design and implement comprehensive communication strategies aligned with organizational goals and objectives.
  • Identify and utilize effective communication channels, including digital platforms, social media, traditional media, and internal communications
  • Provide support to the Chief Strategy Officer in managing OSC's Strategic Capital Advisory Council, a 4-star governance forum that reports to the Secretary of War. 
  • Coordinate and facilitate DoW stakeholder engagement at the O-6 level, including meeting content development, agenda planning, and execution. 
  • Develop tailored engagement plans and execute meaningful interactions through events such as webinars, workshops, and town halls.
  •  Collaborate with internal teams to develop content aligned with organizational strategies, ensuring it is visually compelling and easy to comprehend. 
  • Monitor and analyze DoW developments impacting OSC priorities and support working-level forums related to OSC's mission. 
  • Ensure all communication efforts align with OSW OSC's mission, while maintaining full compliance with applicable legal, regulatory, and ethical standards, including those related to data privacy and advertising practices. 
  • Conduct regular compliance audits, develop and implement policies, and provide targeted training to ensure adherence to industry's best practices and regulatory requirements. 
  • Build and maintain strong, collaborative relationships with key stakeholders, ensuring that all communication and engagement activities directly support OSW OSC's strategic objectives. 
  • Proactively address stakeholders' concerns and incorporate feedback into tailored communication strategies, ensuring alignment with OSC's mission and fostering trust and satisfaction. 
  • Measure and communicate the success of initiatives by leveraging data-driven insights and demonstrating the impact of strategic engagements through key performance metrics and measurable outcomes.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelors and six (6) years or more of related experience; OR Masters and four (4) years or more experience; OR PhD and 0 years related experience.  Minimum of 4 years of work experience required.
  • Degree in Public Policy, Government, Economics, Business, or a related field required.  Masters degree preferred.
  •  At least 2+ years of experience working within the Department of War (DoW), another federal agency, the National Security Council, the National Economic Council, or Congress, with DoW experience preferred. 
  • Proficiency in Microsoft Office Suite.
  • Strong project management and organizational skills, with the ability to manage multiple projects and adhere to tight deadlines. 
  • Exceptional communication and interpersonal skills, with a demonstrated ability to work effectively across cross-functional teams. 
  • Solid understanding of public policy and legislative processes.
  • No security clearance required; Ability to obtain a TS/SCI required to maintain employment.
  • US citizenship.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
