SAIC is seeking a Senior Exercise Controller located in Camp Smith, Hawaii to support the US Indo-Pacific Command J7 Directorate (Joint Training and Exercises) to provide advanced planning, coordination, and execution support to be a key member of the exercise control (EXCON) and scenario management team responsible for overseeing the conduct of large-scale joint, combined, and multinational exercises throughout the Indo-Pacific region.
JOB DESCRIPTION:
· Lead and manage exercise control (EXCON) operations for major joint and multinational exercises under the USINDOPACOM Joint Exercise Program (JEP).
· Develop, refine, and execute exercise scenario events and control to drive realistic, mission-focused training environments.
· Coordinate with training audiences, component commands, coalition partners, and other stakeholders to synchronize exercise objectives and timelines.
· Serve as the senior EXCON representative during execution phases, ensuring accurate representation of higher headquarters guidance and operational context.
· Support the development of master scenario event lists (MSELs), control plans, and exercise directives.
· Facilitate post-exercise analysis, after-action reviews (AARs), and the documentation of lessons learned to improve future events.
· Track schedules, milestones, and deliverables in accordance with established JELC timelines.
· Mentor junior exercise planners and controllers, fostering professional development within the exercise support team.
· Interface with foreign liaison officers and coalition representatives to ensure effective coordination and cultural alignment during multinational training efforts.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
· Minimum of ten (10)+ years of related experience; additional four (4) years of experience accepted in lieu of degree.
· Experience in joint, combined or coalition training, operations, or exercise control.
· Demonstrated expertise in joint training management, exercise design, and execution support under the Joint Exercise Program (JEP) framework.
· Strong understanding of the Joint Exercise Life Cycle (JELC) and Joint Training System (JTS).
· Proven ability to independently manage multiple, concurrent tasks and coordinate across diverse operational teams.
· Excellent communication, facilitation, and organizational skills with attention to detail and adherence to deadlines.
· Experience working directly with general officers, senior civilians, and partner-nation representatives in a multinational setting.
· Proficiency with Microsoft Office suite and DoD planning or training collaboration systems.
REQUIRED CLEARANCE:
· Must have an active Secret clearance with ability to obtain a Top Secret / SCI.
· Must have current US Citizenship.
DESIRED SKILLSET:
· Previous experience supporting the USINDOPACOM Joint Exercise Program or component-level exercises (PACFLT, PACAF, USARPAC, MARFORPAC).
· Experience with integration of live, virtual, and constructive (LVC) training environments.
· Familiarity with Indo-Pacific regional security and multinational coordination protocols.
· Experience serving as a senior EXCON lead during command post exercises (CPX) or field training exercises (FTX).
· Understanding scenario development tools, event synchronization processes, and simulation support systems.
· Prior experience working within joint or combined operational staffs, particularly in the Indo-Pacific theater.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
