SAIC is seeking a dynamic and experienced Senior Legislative Advisor with an active TS/SCI clearance to join our team and support the Congressional requirements for the Office of the Assistant Secretary of Defense for Science and Technology (OASD(S&T)). The ideal candidate will combine significant legislative experience with the ability to leverage artificial intelligence (AI) to enhance legislative analysis, report generation, and strategic decision-making.
This position is on-site at the Pentagon.
Key Responsibilities:
- Leadership & Expertise: Serve as the Congressional subject matter expert, leading and managing Congressional processes, cycles, and taskings for OASD(S&T).
- Strategic Reporting: Monitor, develop, and deliver comprehensive reports and briefings for DoD and USD(R&E) Senior Leadership and members of Congress.
- Congressional Liaison: Research and develop accurate, informed responses to Congressional Requests for Information (RFIs), utilizing AI to gather and analyze data efficiently, and maintain ongoing communication with key legislative stakeholders.
- Legislative Analysis: Analyze Congressional bills and reports, providing detailed insights with the assistance of AI tools to enhance the accuracy and speed of legislative response drafting within the OUSD(R&E) portfolio.
- Draft Legislation: Prepare draft legislation for Congressional consideration, ensuring thorough analysis and strategic alignment.
- Records Maintenance: Keep precise records of past and present actions to facilitate timely and well-informed written responses to Congressional requests.
- Collaborative Engagement: Foster open communication and establish strong working relationships with OUSD(R&E) and OASD(S&T) teams, OSD Legislative Affairs, USD Comptroller Budget Affairs, JCS Legislative Liaison, and legislative offices of the Military Services.
Qualifications
Required Qualifications:
- Bachelor's degree and at least ten (10) years of relevant experience, or a Master's degree and at least eight (8) years of experience.
- Active TS/SCI clearance
- US citizenship
- A minimum of 2 years working on Capitol Hill or directly with Congressional Staff.
- In-depth experience in developing Congressional reports, briefings, and legislative proposals.
- Strong written and oral communication skills, capable of conveying complex information succinctly and accurately.
- DoD Experience: Previous support to senior-level DoD leadership is highly preferred.
- Familiarity with the Correspondence and Task Management System (CATMS) and the Congressional Hearings and Reporting Requirements Tracking System (CHARRTS) is advantageous.
- Experience with AI platforms and data analytics tools relevant to legislative processes required.
