SAIC is seeking an experienced Sr. Systems Engineer - Verification & Validation (V&V) to provide guidance, expertise, and support for Verification and Validation (V&V) activities during the Technology Maturation and Risk Reduction (TMRR) phase for the Submarine-Launched Cruise Missile-Nuclear (SLCM-N) weapon system.
NOTE: This is a hybrid position requiring the candidate to be in office approximately 3 days a week.
JOB DESCRIPTION:
This role focuses on advising, developing, and verifying V&V assignments to requirements, ensuring that all system and subsystem requirements are adequately and thoroughly addressed in compliance with the program's technical and operational goals. The selected individual will collaborate with program stakeholders to assess the adequacy, completeness, and compliance of V&V activities, contribute to the development of a Design Compliance Report, and formulate the strategy for verifying system requirements.
The ideal candidate will be proficient in developing, managing, and assessing Requirements Verification Compliance Matrices (RVCM), also referred to as Requirements Verification and Test Matrices (RVTM), and provide input to test strategies and systems engineering documentation related to V&V. Additionally, the individual will ensure alignment with the baseline and allocated requirements, providing support throughout the TMRR phase.
This position will be based in the National Capital Region (NCR) and require onsite support at Navy Strategic Systems Programs (SSP) Headquarters.
JOB RESPONSIBLITIES:
Verification & Validation Strategy Development and Assessment
- Advise and assist in the development and implementation of a comprehensive V&V strategy, ensuring all system and subsystem requirements are verified adequately and cost-effectively in alignment with program goals.
- Support the evolution of the Design Compliance Report and contribute to strategies addressing the validation of requirements during system design, development, and integration.
- Develop and assess requirements-based Verification and Validation Plans, detailing methods, assumptions, and success criteria for verifying all system-level and subsystem-level requirements.
RVCM Development and Management
- Create and maintain a Requirements Verification Compliance Matrix (RVCM), also referred to as a Requirements Verification and Test Matrix (RVTM), to ensure traceability between requirements and their corresponding V&V activities.
- Evaluate and document the adequacy and completeness of V&V assignments across the system and allocated requirements baseline.
- Provide assessments of verification methods (e.g., analysis, inspection, demonstration, and test) to ensure they are appropriate and sufficient for meeting system requirements.
Baseline and Allocated Requirements Environments
- Work within baseline (system-level) and allocated (subsystem/component-level) requirements environments to ensure completeness and cohesion in the traceability of requirements to V&V activities.
- Identify gaps or deficiencies in baseline and allocated requirements and recommend corrective actions to ensure proper validation.
- Support the audit and approval of requirements baselines as they mature, ensuring alignment with the V&V strategy and compliance documentation.
Support Systems Engineering Documents and Test Strategy
- Collaborate with the program's systems engineering and test teams to develop and provide inputs to engineering deliverables, including the System Requirements Specification (SyRS), Test and Evaluation Master Plan (TEMP), and System Engineering Plans (SEP).
- Advise on the test strategy to ensure requirements verification activities are sufficient, efficient, and integrated into the broader system engineering lifecycle.
- Ensure compliance reporting for requirements V&V aligns with best practices and program objectives, minimizing technical and operational risks.
Collaboration and Stakeholder Support
- Serve as a V&V subject-matter expert during key program milestone reviews, including the System Requirements Review (SRR) and Preliminary Design Review (PDR). Provide technical expertise during discussions of test, verification, and compliance activities.
- Provide mentorship to junior engineers and analysts supporting V&V activities, sharing best practices for developing and assessing RVCMs and contributing to systems engineering deliverables.
- Engage with Integrated Product Teams (IPTs), government stakeholders, and contractors to maintain alignment between V&V activities and evolving technical baselines.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
Education
- Bachelor's degree in systems engineering, Mechanical Engineering, Electrical Engineering, Information Systems, or a related technical field.
- Master's degree preferred.
Experience
- Minimum of 6 years of experience
- Significant experience in systems engineering, with demonstrated expertise in Verification and Validation (V&V) during the defense acquisition lifecycle.
- Strong proficiency in creating, managing, and assessing RVCMs/RVTMs to ensure verification coverage of system and subsystem requirements.
- Familiarity with baseline and allocated requirements environments, including their role in V&V planning and execution during the Technology Maturation and Risk Reduction (TMRR) phase.
- Experience developing or advising on V&V Plans, Design Compliance Reports, and related documentation for strategic defense systems.
- Comprehensive knowledge of DoD acquisition guidelines, including milestone decision processes between Milestone A and Milestone B, to support test planning and verification reporting.
- Proficiency in systems engineering tools such as DOORS, Cameo Systems Modeler, or similar platforms to manage and assess requirements traceability and verification.
Skills
- Strong analytical skills to assess the adequacy, completeness, and compliance of V&V efforts and test strategies.
- Ability to advise and assist teams in resolving gaps in verification processes or deficiencies in compliance reporting.
- Excellent communication skills to clearly articulate V&V strategies, technical findings, and recommendations to stakeholders.
- Effective interpersonal skills to work collaboratively with multidisciplinary teams, government stakeholders, and contractors.
- Attention to detail and ability to manage multiple V&V-related deliverables while meeting tight deadlines.
Clearance
- Interim secret clearance required to start with the ability to obtain a top secret clearance. SAIC will sponsor the clearance process.
- Candidate must be a US Citizen
PREFERRED EXPERIENCE:
- Experience supporting strategic missile systems, particularly submarine-launched platforms, or similar defense programs.
- Familiarity with agencies such as the U.S. Navy Strategic Systems Programs (SSP), OSD, or other organizations responsible for strategic weapon system development.
- Certification: INCOSE Certified Systems Engineering Professional (CSEP) or DAU/APDP Level III in Systems Engineering.
- Direct experience developing, assessing, and managing TEMP documents and RVTMs in preparation for SRRs and PDRs.
- Active DoD Security Clearance (Secret or higher) required.
