SAIC's Business Management organization is seeking an experienced and highly adaptable Subcontracts Administrator to support the Solutions Technology Group (STG) and SAIC's Commercial Operating Segment. 

SAIC's Business Management represents the full depth and breadth of the acquisition value chain – from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development). We are the full acquisition organization that supports our external and internal customer mission. Our dynamic team of acquisition professionals support SAIC's key business areas and enterprise growth strategy. 

The Commercial Subcontracts Administrator is responsible for the full lifecycle administration of commercial and government subcontracts in support of programs, procurement operations, and business objectives. This role performs subcontract formation, execution, negotiation support, compliance oversight, supplier performance monitoring, and closeout activities. The Subcontracts Administrator ensures compliance with FAR/DFARS, corporate policies, and customer requirements while delivering timely, accurate, and audit-ready subcontract actions. 

The ideal candidate is detail-oriented, collaborative, and able to manage multiple subcontract efforts simultaneously while maintaining strong relationships with internal stakeholders and suppliers.

Primary Responsibilities: 

Subcontract Formation & Negotiation: 

 

  • Develop and issue RFPs/RFQs for subcontracted goods and services. 

  • Analyze subcontractor proposals for compliance, risk, and cost/price reasonableness. 

  • Support negotiations of terms, conditions, pricing, and schedule. 

  • Draft, execute, and administer subcontracts and modifications. 

  

Subcontract Administration: 

  • Manage subcontract files to CPSR-compliant standards. 

  • Process modifications, funding actions, and period-of-performance changes. 

  • Track and monitor subcontractor performance and deliverables. 

  • Maintain timely incorporation of flow-downs, representations, certifications, and documentation. 

  

Compliance & Risk Management: 

  • Apply FAR/DFARS requirements and corporate policy. 

  • Support internal/external audits and maintain audit-ready files. 

  • Identify subcontract risks, document mitigation strategies, and coordinate corrective actions. 

  

Program & Business Support: 

  • Provide subcontract status and reporting to program leadership. 

  • Support invoice approvals, funding alignment, accruals, and closeout. 

  • Participate in program reviews, cross-functional meetings, and supplier discussions.

Competency: Identifies risks and supports resolution.

  • Documents risks clearly and proactively. 

  • Drives corrective action coordination. 

  

Communication & Relationship Management: 

Competency: Communicates effectively across stakeholders.  

Performance Indicators:  

  • Provides accurate status updates to program teams. 

  • Drafts clear, concise correspondence and contract documents. 

  

Negotiation & Cost/Price Analysis: 

Competency: Supports negotiations using cost/price analysis.  

Performance Indicators:  

  • Prepares complete, defensible cost/price evaluations. 

  • Documents negotiation objectives and outcomes clearly. 

  

Program & Business Acumen: 

Competency: Understands program objectives and integrates subcontracting actions accordingly.  

Performance Indicators:  

  • Aligns subcontractor performance with program needs.  

  • Supports forecasting and schedule integration. 

 

 

 

 

Qualifications

Required Qualifications:

  • Bachelor's degree and six (6) years or more of related experience; Masters and four (4) years or more experience. 

  • Experience supporting subcontract administration in a government contracting environment. 

  • Candidates must be a U.S citizen.

  • Candidates must have Cornerstone and Costpoint experience.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
