The Civilian Business Group (BG) Management at SAIC supports the full acquisition value chain, from client engagement and strategy development to program execution, subcontractor development, and supply chain management. This dynamic team enables SAIC's Growth Technology Accelerants (GTA)—spanning Secure Cloud, Enterprise IT, Technical Services, Systems Integration, and Operations & Maintenance support—while advancing core business initiatives.

We are seeking a Subcontracts Principal to manage subcontract administration and solicitation for various Civilian Agencies. This position, which is fully remote, reports no direct staff and requires someone capable of thriving in fast-paced environments, excelling independently and on collaborative teams. The ideal candidate has the ability to multi-task across projects while serving as a strategic partner to stakeholders through the capture, proposal, and contract execution phases.

Key Responsibilities

  • Develop, negotiate, and administer subcontract agreements of high dollar value, complexity, and risk.
  • Assist in compiling RFPs from agency or Prime solicitations, including scope review and flowdown of terms and conditions.
  • Manage all aspects of subcontracts, including bid package preparation, analysis, evaluation, and supplier negotiations.
  • Ensure compliance with government acquisition processes, FAR regulations, contractual terms, and CPSR audit requirements.
  • Perform cost/price analyses, determine price reasonableness, and execute supplier negotiations for subcontract awards.
  • Drive supplier development to improve manufacturing cycle times, throughput, and quality.
  • Maintain post-award compliance with cost, performance, and other agreement terms.
  • Prepare acquisition strategies for emerging technologies, addressing rapid innovation cycles, risk management, and evolving standards.
  • Provide mentorship, guidance, and solutions to less experienced staff and cross-functional teams.

Qualifications

Required Qualifications

  • Education:
    • Bachelor's degree in Business Administration (or related field) OR equivalent combination of education and work experience.
    • Professional certifications such as CPCM/CPSM are a plus.
  • Experience:
    • 10 years related experience (or Master's degree with 8 years). Four additional years of related experience may substitute for a degree.
    • Expertise in managing Time & Material (T&M) and Firm Fixed Price (FFP) subcontracts, including complex Statements of Work (SOWs).
    • Strong background in federal acquisition processes, price analysis, and FAR/Public Law compliance.
    • Experience with GWACs, GSA Schedules, Master Agreements, and other contract vehicles (e.g., Alliant II, GSA MAS) is highly desired.
    • Familiarity with emerging technologies (AI, Cloud) and "as-a-service" models (SaaS, IaaS) is preferred.
  • Skillsets:
    • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, Teams, PowerPoint, SharePoint) and Costpoint Purchasing Systems.
    • Strong interpersonal, negotiation, and communication (oral and written) skills, with demonstrated ability to collaborate effectively.
    • Exceptional organization, attention to detail, and multitasking capabilities in high-pressure, fast-paced environments.

Preferred Qualifications

  • Knowledge of Supply Chain Management practices and experience managing Supplier Data Requirements Lists (SDRL).
  • Demonstrated ability to craft innovative acquisition strategies and ensure alignment with organizational goals.
  • Experience leading cross-functional teams to manage subcontracts and resolve issues creatively.
