SAIC is seeking a Special Technical Operations (STO) System Administration Security Manager (SASM) to support the US Air Force Collaborative Operations for Battlespace Resilient Architecture (COBRA) program at the US Air Forces Europe / Air Forces Africa (USAFE-AFAFRICA) in Ramstein Air Base, Germany. This role directly supports the integration of advanced Special Access Program (SAP) capabilities into joint, coalition, and interagency operations, aligning with JADC2 and MDO priorities.
The STO SASM is responsible for the secure and efficient operation of the Planning and Decision Aid System (PDAS)—a mission‑critical system supporting the planning and execution of Integrated Joint Special Technical Operations (STO).
Key Responsibilities:
System Administration
Install, configure, and maintain PDAS servers, workstations, network components, and supporting infrastructure.
Perform system monitoring, performance tuning, fault resolution, and root‑cause analysis to ensure maximum uptime.
Manage system updates, patches, and configuration changes in accordance with approved baselines.
Configure and maintain all other classified/unclassified systems that are required for connectivity and functionality of the STO team.
Cybersecurity & Compliance
Primary COMSEC Manager for the PDAS system in the MAJCOM.
Implement and enforce cybersecurity policies to maintain the confidentiality, integrity, and availability of systems and data.
Configure and manage firewalls, IDS/IPS, antivirus systems, endpoint protection, and other security technologies.
Conduct audits and vulnerability assessments to ensure compliance with NIST, STIGs, and applicable DoD cybersecurity requirements.
Maintain documentation in support of security inspections, accreditation activities, and program audits.
Access & Identity Management
Administer user accounts, permissions, and access controls in alignment with SAP/STO requirements and USAF security directives.
Ensure account provisioning, auditing, and deprovisioning follow proper authorization and tracking procedures.
Monitoring & Incident Response
Monitor security logs, alerts, and network traffic for potential threats or suspicious behavior.
Participate in incident triage, containment, and remediation activities.
Develop and maintain incident response and escalation procedures.
Continuity & Readiness
Develop and maintain backup systems and disaster recovery processes.
Ensure PDAS availability in support of STO mission demands and operational timelines.
Collaboration & Training
Work with IT leadership, cybersecurity teams, STO planners, and mission partners to identify risks and implement mitigation strategies.
Work with ISSM/ISSOs on the MAJCOM staff to support and augment the STO architecture across all systems for all personnel involved in STO planning.
Educate staff on security hygiene, PDAS operational procedures, and classification handling best practices.
Recommend new tools and technologies to strengthen cybersecurity posture and improve system performance.
Qualifications
Required Experience/Qualifications
Active Top Secret / SCI clearance with SAP eligibility.
DoDM 8140 Work Role 722 – Information Systems Security Manager - Intermediate Certification (e.g. Security+, SecurityX, CCSP, GSEC, etc.)
Experience working within Special Access Programs (SAP) environments.
Hands-on experience in system administration and cybersecurity supporting classified DoD systems.
Demonstrated proficiency in some or all of the following:
Windows and/or Linux system administration
Network configuration and troubleshooting
Security tools (firewalls, IDS/IPS, HBSS/ESS, ACAS/Nessus, endpoint protection)
STIG implementation, NIST 800-53/37 compliance, or Risk Management Framework (RMF) processes
Ability to manage and maintain systems in a compartmented secure facility (SAPF).
Experience supporting mission‑critical systems or operations in DoD, USAF, or Joint environments.
US Citizen
Bachelor's and Nine (9) or relevant years of experience in lieu of degree
Desired Experience/Qualifications:
Prior experience as a System Administration Security Manager (SASM) or equivalent ISSM/ISSO‑adjacent role.
Hands-on experience supporting the Planning and Decision Aid System (PDAS).
Experience working with Special Technical Operations (STO).
Background supporting mission planning environments.
Familiarity with USAFE‑AFAFRICA operations or European theater mission support.
Experience with continuity planning, disaster recovery, or highly available system architectures.
