SAIC is seeking a Systems Engineer / Acquisition Specialist to provide systems engineering and acquisition assistance within the NRO Electro-Optical System Program Office (ESPO) for planning and executing the procurement of a new satellite demonstration program.  Qualified candidates must possess demonstrated acquisition and contracts experience and expertise to be able to provide value-added judgement on a full spectrum of activities from pre-acquisition through program execution and performance management.  Duties will include supporting the development of the Request For Proposal (RFP), planning and executing the source selection process, awarding and supporting the execution of the demonstration contract.

Key duties/responsibilities include, but are not limited to the following:

·       Work in an interactive team environment with Government customer leads, spacecraft developers, and other subject matter experts.  Establish and maintain close effective coordination with stakeholders to facilitate acquisitions.

·       Apply acquisition knowledge and systems engineering expertise to support the planning, development, and execution of a new satellite demonstration program

o   Analyze user requirements, concepts of operation, and high-level systems architectures to develop acquisition strategies, acquisition options and plans, program requirements, incentive arrangements, and program schedules.

o   Assist the Customer in preparing the RFP including the supporting documents (SOW, CDRLs/DIDs, Specification, source selection criteria, Award Fee plans and Data Rights documents).

o   Prepare Acquisition Strategy Plans, Justification & Approval (J&A) documents, and briefings necessary to release RFPs to industry

o   Assist in execution of the competitive proposal source selection process:  Assess contractor proposals for accuracy and compliance with requirements established in the RFP.  Evaluate Basis of Estimates (BOEs) for consistency and accuracy regarding assumptions, methodologies, and value to the customer.

·       Assist the COTR and CO prepare for contract negotiations and any required Contract Review Panel (CRP) presentations.  Likewise support the COTR & CO in the execution of the demonstration contract, including ECPs, program management reviews, space vehicle design reviews, etc.

·       Conduct analysis and monitoring of requirements, performance metrics, and support performance management activities.

·       Assist the COTR and Contracting Officer (CO) in the execution of on-going satellite concept development study contracts with development contractors and national labs, including weekly technical exchange meetings, ECPs, and study out-briefs.

·       Expect Travel within the U.S. approximately 10% of the time.

Qualifications

·       BS in Science, Technology, Engineering, Mathematics, or Business Administration or related fields

·       Bachelor's degree in a STEM discipline and nine years or more experience; Masters and seven or more experience; PhD and four years or more experience.

·       (Desired) PMP PMI Certification

·       (Desired) DoD DAWIA Program Management Level 3 Certification

Qualifications:

·       Good working knowledge of Department of Defense and National Reconnaissance Office acquisition and contracting policies and practices

·       Proven technical expertise and communications skills that demonstrate the ability to interface at all levels. Proficiency representing complex data in Microsoft PowerPoint presentations tailored to specific audiences.

·       Demonstrated ability to analyze and evaluate information - making recommendations and providing professional advice and assistance to include preparing criteria, briefings, and reports.

·       Experience preparing RFP packages. (e.g. SOWs, CDRLs, DIDs, Award Fee Plans).

·       Ability to respond to actions with minimal supervision to interpret and execute technical direction, analyze data, develop conclusions and draft recommendations for courses of action.

·       Excellent written and oral communication skills.

·       (Desired) Current PMP PMI Certification or DoD DAWIA Program Management Level 3 Certification.
