JOB DESCRIPTION:

SAIC is seeking a Systems Engineer with strong engineering acumen as well as lean/agile expertise to support the NRO's Integrated Systems Program Office (ISPO) with the Ground Enterprise Directorate (GED) in Aurora, CO. The ISPO is an OPIR Joint Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity-based intelligence information. Active Top Secret/ Sensitive Compartmented Information (TS/SCI) clearance with current CI Poly required to start and must be maintained. Targeted compensation is $140,000-$145,000. 

SPECIFIC TASKING:

•         Work with technical staff documenting technical and programmatic requirements.

•         Effectively work with development teams to track technical progress, identify blockers to progress, and assess technical solutions.

•         Integrate stakeholder and system requirements, facilitate discussion and understanding of schedule impacts and trades, and enhance the digital engineering culture for the customer's System Engineering Group.

•         Engage with other systems engineers directly supporting programs to enhance cross-program integration, track solution delivery progress and assist in developing digital work products.

•         Participate in and contribute to technical and programmatic interchanges; identify and resolve issues; and provide engineering and technical advice to the customer to achieve innovative capabilities.

•         Support Agile process evolution across Government teams, development contractors, user engagement teams, and stakeholders.

•         Apply systems analysis and design methodology assessments to identify technical debt, architectural runway and efficiency trade-offs against current and proposed/desired cloud-based software system design.

•         Develop briefings and documentation material, including architecture views and technical roadmaps.

•         Draft acquisition artifacts such as statements of work (SOW), Contract Data Requirements Lists (CDRL), In Scope Determinations, and proposal evaluation criteria.

•         Assist Government customer in monitoring program financial execution and planning.

•         Provide acquisition advisory services during technical and cost evaluations of proposals.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor's and five (5) years or more experience; Masters and three (3) years or more experience; or a PhD or JD and experience in space missions related to NRO or DoD Space Control
  • Must be a US Citizen with active TS/SCI security clearance with CI polygraph
  • Effective communication, coordination, and customer engagement skills
  • Ability to work in a fast paced, dynamic, and team environment
  • Experience with Model and Simulation Architectures
  • Broad systems engineering experience (e.g. system architecture and design, integration of system requirements, CONOPS, systems verification to develop solutions, use of schedule and configuration management in support of program execution).
  • Knowledge and experience in managing across the software development lifecycle using modern Agile approaches and tools.
  • Experience or familiarity with Scaled Agile Framework Environment (SAFe).
  • Knowledge or experience of Agile DevcSecOps and Model Based Systems Engineering (MBSE).
  • Working knowledge of AGILE Scrum and SAFe software development methods
  • Working knowledge of IC principles, procedures
  • Demonstrated ability to establish and maintain effective working relationships with customers
  • Proficient with Microsoft Office Suite and various SE, PM tools
  • **May require overnight travel up to 3 percent of the work year

 

DESIRED QUALIFICATIONS:

  • Direct OPIR, GEOINT and/or SIGINT experience
  • Direct experience supporting USAF SMC SBIRS System Program Office business operations/programs

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
