Qualifications

Required Qualifications:

  • Must maintain a Top Secret (TS) security clearance and access to Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and Special Access Required (SAR) classified programs.
  • Bachelor's Degree in technical research disciplines such as computer science, information systems, operations research and/or systems analysis.
  • At least 17 years of experience in strategic deterrence and global strike planning, including in-depth knowledge of Nuclear Command and Control (NC2) and Nuclear Command, Control, and Communications (NC3) operations and capabilities, strategic nuclear operations, joint integrated operations, joint warfighting doctrine, unified Combatant Command (CCMD) structure, and global command and control constructs.
  • Knowledge and experience in in critical command and control requirements, inclusive of NC2 and NC3 operational capabilities and procedures and the operations platforms, communications, and modes of operations. 
  • 5 years or more experience in research, development and testing of modernized capabilities supporting USSTRATCOM Global Operations Center (GOC) and/or other operations centers at Combatant Commands, Joint Staff, or DoD levels. 

Desired Qualifications: 

  • Masters or PhD degree in technical research disciplines such as computer science, information systems, operations research and/or systems analysis.
  • Knowledge of initiatives supporting the modernization of survivable and endurable NC2/NC3 capabilities.
  • Knowledge of national, Department of Defense (DoD), and Chairman of the Joint Chiefs of Staff (CJCS) guidance,  CJCS Emergency Action Procedures, U.S. Strategic Command (USSTRATCOM) Emergency Action Procedures, CJCS Instructions, and Presidential Policy Directives. 


Responsibilities

Perform Research, Development, Test, and Evaluation (RDT&E) to improve mission planning, analysis, and execution capabilities for strategic deterrence in support of USSTRATCOM and its strategic partners. Research and assess Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI) data as well as organizational and technical requirements for candidate solutions. Perform technology insertion, process re-engineering, development and adaptation of tools, test development, and assessment of candidate tools and solutions. Perform systems engineering, technical analysis, and knowledge-based research to enhance mission performance, processes, survivability, reliability, training, and system interoperability. Test and evaluate system survivability, interoperability, reliability, maintenance, and maintenance upgrades.
