The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have an immediate need for an Infrastructure Program Analyst to provide onsite support out of Allied Command Transformation (NATO) in Norfolk, VA. Responsibilities Support the MSIF Program Directors, Project Coordinators, and the Branch Head in maintaining comprehensive knowledge and oversight over the planning and execution of all Programs and Projects throughout the infrastructure Portfolio. Maintain compilation of the Infrastructure Capability program plan based on identified requirements. Provide methodological and analytical expertise in support of the development and implementation of program plan development. Conduct issues/risk management within the programs. Provide support to the Investment Committee staffing process. Support each Program in configuration/administration of key Program documents. Support the preparation and administration (including ACT and Host Nation coordination) of the Annual NATO infrastructure Conference for all NATO Member Nations (~200 PAX). Support in engagement and communication to the broader NATO infrastructure Community of Interest throughout the year (in between conferences). Support the Branch by providing a Secretariat function regarding all key stakeholder engagement with ACO, Nations, and NATO HQ, helping to liaise and facilitate information flow/exchange with appropriate counterparts throughout the Alliance. Support cross-functional administration regarding MSIF Infrastructure Programs and ACT processes and procedures. Support the creation of MS Office products for internal and external reporting. Coordinate and contribute to the activities of MSIF Infrastructure PDs/PCs. Support and manage an effective and efficient Branch IKM (Share Point, EDMS, TRANSNET, mailboxes) to enable full and timely accessibility to all relevant Management and Governance documents. Support Branch and COTR(s) in CTR administration. Qualifications Required: Active NATO or National SECRET (or higher) security clearance. Valid NATO Nation passport with no travel restrictions to NATO nations. Proficiency in the use of the Microsoft Office Tool suite and collaborative software. Bachelor's degree in a related dicipline. 5+ years of demonstrable experience in project management of Infrastructure Programs using MSP, PRINCE2 or PMI methodologies. 3+ years of demonstrable Program/Project Management experience in the past 10 years within a complex and dynamic environment, with a focus on capability development. 3+ years in assisting lead teams in project or program management to ensure delivery of high-quality, impactful work products on time. 5+ years demonstrable experience in the field of Requirements Management and certified in Requirements Management (Certification is not as specific as there are many certifications that satisfy). 3+ years demonstrable experience in effective oral and written communication, including briefing and in coordination with different international stake holders. Able to work fully onsite based on client needs. Desired: Reception, Staging, and Onward Movement (RSOM) experience. Experience with developed and institutionalized land RSOM capability frameworks aligned with joint doctrine. Experience with NATO or multinational efforts, including NATO Force Structure (NFS) integration and Allied reinforcement planning. Understanding of physical and logistical infrastructure experience. Experience in Risk, Security, and Compliance with Military RSOM programs requiring secure execution. Led development of land-based Reception, Staging, and Onward Movement (RSOM) capability frameworks enabling rapid multinational force integration experience.
