SPA's ORCA Group, part of SLA Division, has an immediate opening for an Operations / Systems Analyst in Honolulu, Hawaii. The successful candidate will work onsite with a multidisciplinary team of U. S. Navy staff, warfare modelers, and technical analysts to support the Warfighting Effectiveness, Assessments, and Readiness Directorate (N9WAR) for the Commander, U.S. Pacific Fleet (CPF), conducting quantitative and qualitative analysis, including wargaming, to inform decision makers at the highest levels of the government, including the Secretary of War, Congress, and the White House. Responsibilities The ideal candidate will possess experience in performing the following tasks: Develop and maintain system-of-systems models and simulations of CPF forces using commercial and proprietary modeling and simulation tools, integrating operational, technical, and campaign-level perspectives. Perform quantitative and qualitative analysis of US Pacific Fleet capabilities, including scenario-based assessments, risk analysis, wargaming and trade-off studies. Leverage multiple analytic methodologies and techniques to conduct rigorous analysis of both structured and unstructured data. Conduct data collection, specification reviews, and validation activities to ensure accuracy and completeness of CPF-related datasets. Participate in customer meetings and briefings, providing subject matter expertise in modeling, simulation, and analysis support for naval operations. Assist in the preparation and presentation of deliverables, including technical reports, presentations, and recommendations that communicate findings to senior stakeholders. Qualifications Required Bachelor's degree in Operations Research, Engineering, Computer Science, Mathematics, Physics, or a related technical discipline 3-5 years of professional experience in operations research, systems engineering, or modeling and simulation, with demonstrated expertise in system-of-systems analysis and a proven background in Statistical Analysis 3-5 years of experience in military operations planning, execution, and assessment Excellent written and oral communication skills, with experience preparing and delivering technical reports, presentations, and recommendations to senior stakeholders Demonstrated ability to work both collaboratively in multi-disciplinary teams and independently with minimal supervision U.S. Citizen with the ability to obtain and maintain a Department of War (DoW) Top Secret/Sensitive Compartmented Information (TS/SCI) clearance Desired Master's degree in Operations Research, Engineering, Applied Mathematics, Data Science, or related field Experience leading qualitative and quantitative analysis and an understanding of U.S. and adversary CONOPS; Tactics, Techniques, and Procedures; current and projected weapons systems capabilities Experience in DoW wargaming, experimentation, and exercises Active DoW Top Secret clearance Many jobs at SPA require obtaining, holding, and maintaining eligibility for a designated clearance based on the company and/or client contract requirements. Should it be required, an individual must be able to obtain the appropriate clearance within a reasonable amount of time based on the needs of the client. In some cases, the individual may need the requisite clearance before being able to be actively employed. Additionally, due to the protected nature of the work process and product at SPA, all positions require the execution of the SPA Non-Disclosure Agreement (NDA). Some employees may be required to sign additional documents or complete other pre-employment or ongoing testing. SPA employees typically work in a variety of office settings, some at an SPA office and some at designated client locations, where daily activities may include, but are not limited to, walking, standing, or sitting for extended periods, using computers and other technology, and being sequestered in SCIFs or other secured areas with limited access to outside resources or privacy. Other security requirements may inform dress code, personal accessories permitted, or technology usage. When applicable, employees are required to comply with the terms and conditions of client contracts as specified by SPA in its sole discretion, including, but not limited to, hours, location, timing, and technology usage, that meet client logistical and security work requirements. HI Pay Transparency: $120,000 - $140,000.
