The Joint, Office of the Secretary of War, Interagency Division provides expert support services to a range of customers spanning across the Department of War, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of War (DoW). These clients include the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)) and the Joint Staff. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

 

We have an upcoming need for a Program Manager to lead a dynamic study team focusing on Industrial Base Policy, working onsite at SPA's headquarters in Alexandria, VA.


Responsibilities

SPA is seeking an experienced Program Manager (PM) to lead industrial base-related studies and analysis for the Office of the Assistant Secretary of War for Industrial Base Policy (ASW(IBP)), overseeing a series of simultaneous six-month industrial base studies on a rolling set of customer-approved topics. The PM will serve as the primary interface for SPA with our government customers and our Prime Contractor, and will be tasked with coordinating with the government to choose and shape study topics and ensure all work adheres to government requirements. Key PM responsibilities include developing and maintaining the Integrated Master Schedule and monthly spend plan; preparing and delivering Monthly Status Reports; coordinating and documenting program and technical reviews; and ensuring that all deliverables (including Strategic Engagement Plans, Trip Reports, Interim Technical Reports, and Final Technical Reports) are timely, accurate, and of high analytical quality. The PM will also coordinate personnel distribution and alignment between the matrixed study teams and ensure that the right people are in the right positions to make maximum impact for the customer.


Qualifications

Required:

  • Bachelor's degree and 10+ years of experience with analysis, studies, and assessments
  • 5+ years of experience designing and executing comprehensive studies of complex issues
  • Excellent writing, presentation, and analytical communication skills, with demonstrated experience producing formal reports based on research findings
  • Ability to clearly convey complex technical issues to senior stakeholders across Federal agencies
  • Active Secret clearance
  • Ability to travel up to 20%
  • Able to work fully onsite based on client needs

Desired:

  • 5+ years of experience as a Program Manager
  • Experience supporting the Office of the Secretary of War and an understanding of how to navigate internal DoW processes and procedures
  • Master's degree
  • Active Top Secret clearance
