The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
We have an immediate need for a SATCOM Program Analyst/SME to provide onsite support out of Norfolk, VA.
Responsibilities
The SATCOM Program Analyst and technical SME will provide technical services that include Verification, Validation and Operational Acceptance, Transition Management, and Interoperability. Will provide management services that include Quality management, Lessons Identified, Risk Management – Management Services, and Information Knowledge Management. The contracting officer may have additional requirements as befits the SATCOM program.
Qualifications
Required:
Bachelor's degree in electronics engineering, computer science, telecommunications, information systems and technology, systems engineering, or another closely related discipline.
Active NATO or National SECRET clearance with the appropriate national authority for the duration of the contract.
5-10+ years in project management of communications or information systems integration, implementation or operation, and using PRINCE2 or PMI methodology.
3+ years in deriving system-level requirements from architectural guidelines and project objectives supporting implementation.
2+ years in quality management in projects and programs.
2+ years proven experience on engineering and operational analysis of requirements for IT systems and applications, including requirement verification/validation and change management and quality management.
2+ years proven experience in the design, testing, and verification validation of communications or information systems and applications software using traceability requirement matrix.
Proficiency in English as defined in STANAG 6001 (3333) or demonstrate native English speaker background.
Working-level knowledge with MS Office tools (Outlook, Project, Word, Excel and Power Point, SharePoint).
Able to travel to any NATO entity within the 29 Nations (valid passport with no travel restrictions to NATO nations).
- Able to work fully onsite based on client needs.
Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $120,000.00/Yr. - USD $170,000.00/Yr.
