Qualifications

Required:

  • Bachelor's degree in business administration, finance, public policy or other related fields.
  • 10+ years of experience directly supporting Federal Civilian Agencies in the Acquisition Process.
  • Demonstrated experience working with acquisition project teams and programs for Level 1, 2, and 3 acquisitions.
  • Minimum active Public Trust clearance.

 

Desired: 

  • Master's degree in business administration, finance, public policy or other related fields.
  • Knowledge of Decision Point, KSN, Huddle applications.
  • Federal Aviation Administration experience.

 

Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington DC Pay Transparency Range:  $120,000 – $150,000.



Responsibilities

As a critical member of the SPA's Federal Aviation Administration (FAA) team, the Senior Acquisition Specialist will provide program, performance, strategic-planning, process, knowledge, and workforce-planning management assisting the acquisition oversight, reporting, and enhancement of capabilities in support of FAA clients. Will lead and assist teams across the range of acquisition oversight tasks and be responsible for the quality of delivery services and work products. The candidate will work closely with senior management, technical staff, and advisers in achieving client delivery objectives. Duties also include:

  • Provide interpretation of FAA Acquisition Management System (AMS) contract policy, guidance, and clauses.
  • Identify key components of the acquisition strategy, and develop a suitable procurement plan.
  • Provide procurement analysis and recommendations in the following areas: system engineering, software engineering, configuration management, independent verification & validation, implementation, testing, quality assurance, logistics, second-level engineering and problem resolution activities.
  • Draft Market Survey announcements.
  • In concert with the Program Office, assist with preparation of RFP documents such as the Statement of Work, CLIN Structure, Screening Information Request, Source Selection Evaluation Plan and Single Source Justifications.
  • Actively participate in the Source Selection Evaluation process.
