Overview
The Department of Human Resources (DHR) is seeking a detail-oriented and experienced Payroll Manager to oversee our end-to-end payroll processes, benefits administration, and compliance efforts for a workforce of 9,500+ employees across multiple states. This role is key to ensuring timely, accurate, and compliant payroll practices while supporting HR and Finance with reporting, internal controls, and system integrity.
As a key member of the team, you will lead and support payroll staff, collaborate with internal and external stakeholders, and act as the subject matter expert on payroll practices, tax compliance, and benefit administration. Ideal candidate will have a bachelor's degree and more than 5 years of payroll management experience, preferably in a high-volume, multi-state environment.
We are looking for someone who has hands-on experience with payroll systems (e.g., Workday, Oracle PeopleSoft, ADP), a strong understanding of Federal and Vermont State payroll regulations, wage laws, and compliance standards, solid accounting knowledge including general ledger, journal entries, and reconciliations. Excellent Excel skills for data analysis and reporting, exceptional attention to detail and ability to handle confidential information with integrity, a demonstrated ability to lead, mentor, and develop high-performing payroll teams, with proven problem-solving skills and a customer service mindset.
The Department is currently supporting a hybrid telework environment. Requests to telework will be considered, and in person work will be required.

Duties are performed primarily in a standard office setting. Some travel may be required for which private means of transportation must be available. Some work outside of normal office hours may be required. Strong differences of opinion may be encountered on a regular basis.
Minimum QualificationsFive (5) years of payroll management experience, preferably in a high-volume, multi-state environment.
Preferred QualificationsBachelor's degree in accounting, finance, business, or related field.
Certified Payroll Professional (CPP) designation strongly preferred.
Hands-on experience with payroll systems (e.g., Workday, Oracle PeopleSoft, ADP).
