Overview

At the State of Vermont, we pride ourselves on delivering successful IT investments that support our business partner agencies. We are currently seeking an experienced Portfolio Manager to join our team and bring a fresh, innovative approach to business transformation and change management.


As a Portfolio Manager, you will oversee the full project lifecycle for a large portfolio, focusing on developing a technology change management framework and a business transformation services catalog. You will work closely with IT leadership to develop prioritization strategies, lead project-level reviews, optimize project standards, and provide analytical reporting and staff training. Your role will involve high-level discussions with business leaders to understand individual portfolios and help define KPIs and create a strategic roadmap for statewide business transformation and change management activities.


Key Responsibilities:

  • Develop a framework for a business transformation and change management portfolio, ensuring industry standards are adopted.
  • Provide procurement assistance by reviewing documents and offering feedback on business transformation, change management, and project management services.
  • Facilitate the business transformation process to inform IT project intake, collaborating with IT and business leaders to define needs and identify opportunities.
  • Lead prioritization, resourcing, and budgeting of projects within the portfolio.

 

Skills and Qualifications:

  • Strong knowledge of project management principles and practices, including work breakdown structure development.
  • Experience in project contract review and management.
  • Proven ability to facilitate business process transformation efforts.
  • Exceptional oral and written communication skills, with strong negotiation and conflict management abilities.
  • Ability to lead and work effectively in a team environment.
  • Experience in supervising subordinates, including goal setting and appraisals.
  • Strong interpersonal skills to establish and maintain effective working relationships.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Bachelor's degree in business administration, Public Administration, Information Technology or a related field OR Certification as a Project Manager Professional (PMP) and four (4) years or more of experience in the field of information technology where the primary role was project manager AND at one (1) or more years in a supervisory role.


OR


Five (5) years or more of experience in the field of information technology where the primary role was project manager, and (2) years or more of in a supervisory role.

Preferred Qualifications

Master's degree in business administration, public administration, information technology or project management.
