Proposal Summary:

MSI is pursuing the anticipated USAID/Mexico Crime and Violence Prevention Activity valued at up to $25 million. Working in close coordination with USAID/Mexico, the activity will build on USAID's programs aimed at addressing causes of violence and crime in Mexico by working with local governments to build more resilient communities. Furthermore, the activity will rebuild confidence between the citizens and local governments. 

 

Position Summary:

MSI is seeking a Chief of Party (COP) to serve as the senior-most in-country project representative and lead the technical and operational aspects of the activity. The ideal candidate will provide expertise to ensure effective implementation of all project activities. This will be a full-time position based in Mexico City, Mexico. This position is contingent upon award.

Responsibilities:

  • Provides overall management of MSI's in-country relationship with USAID/Mexico, including ensuring successful coordination with USAID/Mexico and other USAID partners, contractors, and their staff.
  • Represent MSI and the program in meetings with senior U.S. and Mexican government officials and other key stakeholders.
  • Responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.
  • Responsible for leading activity development and implementation, as well as management, oversight, progress reporting, and quality assurance for the project.  Provides oversight for grants under contract and other program activities.
  • Supervises and manages field technical and administrative staff as well as partner organizations.
  • Lead coordination and communication with key stakeholders, stakeholders, partners, donors, and other government agencies, as well as among various partners, sub-awardees, and grantees.
  • Coordinate with MSI headquarters staff as required to ensure compliance with corporate policies, fiscal management practices and reporting requirements.
  • Oversees financial and program management oversight.

 

Qualifications:

  • A bachelor's degree or higher is required, with studies in relevant subject area(s), such as international development, peace building, violence prevention, or another relevant field preferred.
  • Ten (10) years, or eight (8) with a master's degree, of progressively responsible professional experience is required to include managing donor funded programs of similar size/scope.
  • Minimum five years of supervisory experience is required.
  • Knowledge of related technical areas such as violence and crime prevention, community resilience, and/or social cohesion, with demonstrated understanding of the Mexican social and political context.
  • Demonstrated capability to develop strong working relationships with a broad range of high-level host country government officials and senior international partner representatives.
  • Demonstrated ability to engage effectively with national and local government counterparts and civil society organizations.
  • Financial management experience required, including budgeting; financial management (tracking, reporting, and accounting); and procurement.
  • Strong experience with USAID rules and regulations.
  • Prior experience in Latin America is required, with Mexico experience strongly preferred.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English and Spanish is required.
