Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation (M&E) of the health portfolio.

Position Summary:

The Collaborating, Learning, and Adapting (CLA) Specialist will be leading after-action reviews, facilitating the implementation of lessons learned, and providing essential CLA services to Mission. The CLA Specialist will be developing learning events, coordinating with Pacific Islands and Mongolia staff to deliver comprehensive CLA services, and ensuring alignment with best practices in the field. This position will report directly to Fiji Country Representative.

 

Responsibilities:

  • Support performance management activities in the Pacific Islands region, including conducting Data Quality Assessments (DQAs), analyzing data, and preparing visualizations to facilitate decision-making.
  • Assist in supporting evaluations by providing logistical support and coordination, ensuring smooth implementation and timely delivery of evaluation activities.
  • Manage logistics related to Monitoring, Evaluation, Research, Learning, and Adaptation (MERRLAA) activities, including organizing workshops, meetings, and training sessions.
  • Collaborate closely with the Fiji country representative to ensure alignment of CLA activities with project objectives and strategies.
  • Provide technical assistance and guidance to local teams and partners on CLA methodologies and best practices.
  • Promote communications and knowledge management standards, processes, and technologies.
  • Contribute to the development of a dashboard to visualize M&E findings.
  • Oversee development and presentation of relevant information for evidence-based learning and decision-making.

 

Qualifications:

  • Bachelor's degree in a relevant field such as statistics, social sciences, international development, or a related area required.
  • Minimum five years of experience in performance management and evaluation activities required.
  • Experience in supporting performance management activities, including conducting DQAs, data analysis, and visualization required.
  • Experience working in the Pacific Islands region required.
  • Familiarity with evaluation methodologies and experience in supporting evaluation activities required.
  • Strong organizational and logistical management skills, with the ability to effectively manage multiple tasks and priorities required.
  • Ability to convey complex concepts clearly and concisely required.
  • Ability to work collaboratively in a multicultural and multidisciplinary team environment.
  • Proficiency in relevant software for data analysis and visualization, such as Excel required.
  • Strong written and verbal communication skills in English required.
