Tetra Tech is seeking a program manager with experience in data management and cyberinfrastructure to join our growing Ocean Science team and focus on (1) generating new revenue streams by leveraging existing and emerging relationships within the Federal, International, and private sectors and (2) support high-impact project execution. This role is tailored for an experienced leader in the ocean science community with deep technical expertise and proven strategic foresight.

The selected candidate will drive business development efforts across NOAA, other U.S. federal agencies (e.g. USCG, USACE), international organizations (e.g., Copernicus, IMOS, UK Met Office), and the private sector. Leveraging decades of NOAA leadership, this individual will cultivate new opportunities for applying Tetra Tech's capabilities in environmental data management, simulation, application development, and analytics—both externally and across internal Tetra Tech divisions. The CPM is also tasked with isolating opportunities for technology development or building new capabilities in information management or data analytics which could enhance existing project execution and/or capture new funding streams or clients.

Simultaneously, the candidate will oversee mission-critical programs such as the Passive Acoustic Monitoring Hub (PAMHub) migration project and Ocean Science's contributions to the NOAA EPIC program (if our team are the successful bidders), ensuring technically sound execution, stakeholder alignment, and strategic impact. The role requires a deep understanding of cloud-based infrastructure, open-source tools, user management and security requirements, and operational workflows within scientific environments.

Key Responsibilities:

  • Lead strategic engagement with NOAA, other federal, and international agencies to grow cyberinfrastructure services portfolio.

  • Identify and pursue business opportunities aligned with Tetra Tech's data science and modeling capabilities.
  • Oversee technical program delivery, including managing complex cloud migration and software systems (e.g., PAMHub).
  • Serve as a product and capability champion internally and externally.
  • Mentor and collaborate with internal technical teams to align project outcomes with broader business objectives.
  • Lead and support proposal development efforts, including strategy formulation, writing, and coordination with technical and business development teams to position Tetra Tech for successful capture of data management and cyberinfrastructure opportunities.

Qualifications:

  • 20+ years of experience in ocean sciences with executive leadership in NOAA or similar organizations.

  • Deep knowledge of coastal modeling, operational oceanography, and environmental data systems.

  • Proven track record in building strategic partnerships and leading multidisciplinary teams.

  • Expertise in modern cloud infrastructure, data management, and open-source scientific tools.
