Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:

The Deputy Director of Finance and Administration (DDFA) will report to the Director of Finance and Administration (DFA) and support the day-to-day finance and administrative tasks of the Activity. This is a full-time position based in Maputo with travel as needed.

 

Responsibilities:

  • Provide financial analysis to the DFA and Headquarters (HQ), as required, including expenditure analysis and targeted accountability analyses.
  • Process payments for MSI local staff such as salary payments, employee benefit payments, tax reporting, medical insurance, etc.
  • Complete and provide all financial reports on a timely basis.
  • Provide all data and backups for the MSI financial reports.
  • Ensure all activities have proper approvals (admin, logistic, and financial).
  • Build intervention budgets and track the spending by technical office.
  • Prepare foreign tax reports and accrual reports to USAID on a quarterly basis.
  • Oversee human resources management, recruitment, compliance with local laws and practices, and updating and reporting of any organizational chart changes, point of contact, and any changes to the team structure to MSI HQ.
  • Manage recruitment, hiring, orientation, training, and termination of personnel required for the execution of project activities, as necessary.
  • Coordinate the annual performance evaluation process for all project employees, if needed.
  • Ensure compliance with MSI and project policy as related to personnel issues.
  • Maintain close relationship with MSI Global Security Department and Local Security Manager at MozMEL.
  • Maintain the operations, communication, and security manuals and share them with MSI MozMEL staff and consultants.
  • Supervise and coordinate the MozMEL logistics activities, MSI HQ, and local staff travel in and outside of Maputo.
  • Supervise the MozMEL MSI property disposition files and ensuring all property is well maintained and properly labeled.
  • Oversee local procurements and coordinate international procurements with the MSI HQ.
  • Manage local contracting and subcontracting actions.
  • Oversee events, travel, and events logistics.
  • Manage a contact list for short-term technical assistance (STTAs) traveling to Mozambique.
  • Work with the DFA to produce reports and gather necessary documentation for all contract‐related issues pertaining to procurement, travel, and finance:
  • Introduce new personnel to project policies and procedures.
  • Oversee records of employees' sick days, overtime, and vacation days according to USAID and MSI policies.
  • Ensure logistics for MSI international personnel and visitors and providing all tools necessary to their work such as transport, internet access, assist with local phone.
  • Ensure all work is performed professionally and ethically while promoting a cohesive, positive working environment.
  • Perform any other duties as required by the supervisor.

 

Qualifications:

  • Bachelor's degree in international development, finance, project management or relevant field is required. Master's degree is preferred.
  • Minimum eight years of work experience in international development, with progressively more responsibility, is required.
  • Minimum five years of USAID work experience is preferred.
  • Experience with project management and budgeting required.
  • Experience managing staff in multiple locations preferred.
  • Experience using Excel and QuickBooks preferred.
  • Familiarity with FAR and USAID regulations required.
  • Strong attention to detail, prioritization, and organizational skills required.
  • Fluency in Portuguese and English is required.
