Project Summary: 

The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country's biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

Position Summary:

The Field Officer, based in our regional office of Bajo Cauca is responsible for supporting strategic, technical and operational needs at the activity level implementation with local partners and municipalities among others, in coordination with the Program Development Officer (PDO); supervising and guiding program partners from the start to the conclusion of activities; and ensuring fulfilment of acquired commitments and timely and adequate activity execution. The Field Officer's work site will be able to travel to other municipalities when required by the program and authorized.

 

Responsibilities:

  • Develop concepts and discuss them with Senior Management Team (SMT) according with the Regional Programmatic approach.
  • Provide strategic, technical and operational support during the project's execution, evaluation, and systematization.
  • Support programmatic and technical aspects of the Colombia Transforma Program.
  • Monitor grants in progress, including but not limited to: Attending grant events, collecting information, and drafting impact and progress reports.
  • Attend grant and activity coordination meetings.
  • Support grantee adherence to the grant agreement, implementation plan, and execution timetable.
  • Assure that deliveries under activity have been coordinated with Field Logistics Officer (FLO) position and shared with the Local Partners.
  • During the activity implementation, closely follow up on the advances in coordination with the PDO.
  • Provide regular activity notes with information related with outcomes, outputs and impact of the activities, according to MEL plans.
  • Ensure that during the activity implementation, all the information needed for the activity close out are uploaded in real time.
  • Coordinate all tasks related with the activity budgets closely with Procurement and Grants Specialist.
  • Visit and report on project sites when authorized by the Supervisor.
  • Continuously contribute to the political analysis and security updates.
  • Support coordination of the project's events, conferences, and activities, including logistics and site selection.

 

Qualifications:

  • High School Diploma required.
  • At minimum two years of experience supporting social impact projects al local level, in coordination with local or national government entities.
  • Knowledge of program planning and implementation.
  • Experience working independently, preferably in development of high-impact projects.
  • Understanding of complex socio-political environments, especially of post-conflict situations.
  • Demonstrated field experience in conflict-affected areas, and willingness to travel in high-risk areas is required.
  • Ability to work under difficult conditions while maintaining security awareness.
  • Experience working in such roles with USAID projects, specifically the Office of Transition Initiatives, is preferred.
  • Advance knowledge of all Microsoft Office Suite is required.
  • Excellent communication skills as well as proactive problem-solving abilities and emotional intelligence.
  • Ability to work effectively under pressure in a stressful environment.
  • Ability to manage multiple priorities, events and projects.
  • Ability to report for an activity or project in progress.
