Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support. The Strategy for Preventing Conflict and Promoting Stability (SPCPS) was approved in March 2023. The U.S. Strategy to Prevent Conflict and Promote Stability is a long-term initiative to redefine how the United States prevents violence and advances stability in areas vulnerable to conflict. Under the bipartisan Global Fragility Act, the U.S. government is implementing this Strategy through 10-year plans developed with extensive consultations with local stakeholders in our priority partner countries and region: Haiti, Libya, Mozambique, Papua New Guinea, and the Coastal West Africa countries of Benin, Côte d'Ivoire, Ghana, Guinea, and Togo.

Position Summary:

The Gender and Inclusive Development Assessment Expert will carry-out a gender and inclusive development analysis focused on the current situation in Northern Mozambique, particularly Cabo Delgado. This analysis will inform interagency SPCPS programming on the most critical challenges and opportunities for addressing gender inequality and marginalization of vulnerable groups. The Expert will carry out a literature review focusing on the geographic areas of Cabo Delgado, Nampula, and Niassa. This is a short-term position, with an estimate of 20 days level of effort during the period of March to May 2024.

 

Responsibilities:

  • Document review from USAID activities/projects currently being implemented in Northern Mozambique as well as completed activities to the extent relevant.
  • Conduct an assessment of best practices from other countries (regional).
  • Research from other institutions, donors and case studies already conducted in Northern Mozambique.
  • Document review of reports and evaluations, relevant national and regional assessments/studies, relevant national and regional program evolutions.

 

Qualifications:

  • Master's degree in gender equality and/or social inclusion, international/local development, political science, anthropology, sociology or conflict and development field is required.
  • Minimum 10 years of experience required.
  • Minimum seven years of experience in Mozambique in the field of development analysis in social sectors required.
  • In-depth knowledge and understanding of the Mozambican development context, particularly with regards to gender equality is required.
  • Experience in conducting studies or evaluations in Southern Africa preferred, preferably in Mozambique.
  • Experience in conducting studies in countries in conflict is preferred.
  • Experience meeting deadlines is required.
  • Strong analytical, writing and presentation skills are required.
  • Fluency in Portuguese and English is required.
